The reason for calling Tsunade as well was that she was very knowledgeable about Medical Ninjutsu and could offer some suggestions on specific training details.
Another reason was that Sarutobi Hiruzen hoped to make Tsunade understand his viewpoint: not adopting her ideas wasn't because he was ruthless, but because Tsunade's proposals lacked consideration.
Mokgetsu and Tsunade met on the way.
