Uehara Naraku is the supreme leader of Hydra.
Under the arrangement of Uehara Naraku, Bucky Barnes was soon released from the laboratory. The Winter Soldier calmly accepted the order to assassinate Steve Rogers.
Before departing, Uehara Naraku arranged for a Hydra agent to convey unique assassination techniques to Bucky Barnes, to ensure that Steve Rogers wouldn't go through the assassination too comfortably.
"Agent Bucky, don't use any disguise."
"Steve Rogers was once the captain of a special operations team of ours at Hydra. Later, after being revived by S.H.I.E.L.D. seventy years later, he chose to betray us."

But it wasn't any assassination technique at all.
It was just that Hydra had instilled a new narrative into Bucky Barnes: through deceitful methods, creating the notion that Steve Rogers was a Hydra traitor.
Actually, they weren't from Hydra at all...
They were genuine enemies of Hydra.

After Bucky left, Uehara Naraku appeared in the room, leisurely saying, "What do you think of my assassination plan?"
