At dawn the next morning, the Uchiha clan convened a high-level meeting. All upper-ranking jōnin and every member with a three-tomoe Sharingan in Konoha were present. Uchiha Nobunaga stepped forward and addressed the gathered clansmen:
"Everyone, the reason I've called you here today is that our clan has once again found itself at odds with Konoha. In the past, such matters were hardly worth paying attention to.
But today is different. We have only just managed to walk out of the shadow of adversity — do any of you wish to return to those dark days? No one does, right? Then we must decide how to act. Many of these conflicts weren't even of our making.
In light of the recent frequent clashes between the ANBU and Root with our Uchiha, which have damaged our clan's image in Konoha, we held a high council meeting. The following are its resolutions."
"First: Reorganize the Police Force. The First Division will remain as is. The other three divisions will retain their current captains, but each will keep only one deputy captain and two squad leaders. The remaining positions will be filled by ninja from other clans, prioritizing those from the Guardian Ninja families.
Second: In every district, appoint three civilian auxiliary officers to assist the Police Force with street patrols, population checks, and registration. Each group will have one official post recommended by a clan ninja, while the other two are elected civilians.
Third: All Uchiha removed from the Police Force roster will be reassigned to regular Konoha forces. Each team will be led by a three-tomoe Uchiha, with at least one and no more than two Uchiha per squad, the rest being civilian ninja.
Fourth: Every newly graduated Uchiha from the Academy must serve for two years in the Capital of the Land of Fire as bodyguards to the Daimyō. During this period, they will undergo unified training, ideological education, and mission assignments under the Second Elder and the Head of the Guardian Ninja. After two years, they will return to Konoha to undergo clan trials — winners will enter the regular ninja corps, losers will serve as reserve officers in the Police Force.
Fifth: The Police Force will establish a Reserve Cadet Program under the supervision of the Fourth Elder, specifically to train young Uchiha for future service.
Sixth: All Uchiha children below Academy age must attend the clan's kindergarten, which will include special courses in ideology and clan history.
Seventh: Uchiha women gifted in medical ninjutsu will be assigned to hospitals in the Land of Fire. The clan will also set up kindergartens in the capital to ease the burdens of kunoichi mothers. Five three-tomoe Uchiha and five Guardian Ninja will rotate as permanent guards; preference will be given to those whose wives or mothers work in the capital. The Second Elder will handle related affairs."
"Next, task assignments."
1. The Grand Elder will negotiate with Konoha's leadership. I, as clan head, will personally handle recruitment of allied clan ninja.
2. Uchiha Ankoku will select and report civilian auxiliary officers from each district.
3. The Fifth Elder will handle personnel distribution — prioritize the clan, and no unauthorized swaps.
4. Uchiha Sa will oversee the capital garrison and remain stationed there long-term.
5. The Fourth Elder will serve as Chief Instructor of the reserves, assisted by Uchiha Ze — no mistakes allowed.
6. Uchiha Miracal will organize the education curriculum and choose textbooks, unified under clan approval.
7. Uchiha Lisa will manage female medics and teachers — selection, training, and assignments all under her control. The capital's affairs will be assisted by you and your husband, Sa"
"These are the contents of this meeting. This is an order, not a discussion. Execute immediately and without error.
Anyone who disobeys will be deemed a traitor to the clan — and punished accordingly!"
The Uchiha Clan's grand reform began with great fanfare. They did not hide or act in secret — it was bold and open.
First to be shocked were the civilians. Overnight, they had become figures of authority, tasked with managing entire districts. Was this real? When they put on their newly designed uniforms and patrolled the streets, every passerby stared in awe.
We're being trusted to govern?
Now this was true leadership! Who had said before that the Uchiha were arrogant tyrants? These people actually saw them as equals — even promoted them! Two of the three deputy officers were elected civilians — proof of genuine trust and respect. Better than those Konoha elders who never saw us as human!
Next came the astonishment of the Guardian Ninja families and the neutral clans.
Are you trying to turn the whole Land of Fire into Uchiha territory? Even the daimyo's court had to seek his approval before forming institutions, and here they were — not even asking the Hokage first. Don't drag us into this mess, please!
After much coaxing, persuasion, and more than a little pressure from Uchiha Nobunaga, the Guardian families finally agreed. The neutral clans, after brief hesitation, followed suit. Within days, all rosters were finalized, uniforms issued, files recorded, and patrols commenced. The First Division assisted the others until they adapted to their duties.
Even the Daimyō was surprised by the Uchiha's initiative. It was clear they were trying to draw closer to him. But why? To curry favor? Impossible. Ah… what an unpredictable clan — never change, do they.

By the time all arrangements were underway, word had reached Sarutobi Hiruzen.
In his office, Danzō raged, cursing incessantly, spewing venom. "Leave it to me, Hiruzen! Don't worry, I'll handle the Uchiha — they're asking for death!"
Hiruzen felt as if he had swallowed mud. Damn it… again?
This retreat-to-advance maneuver, this layered stratagem — it had dismantled his teacher's doctrine completely.
Who came up with this? Brilliant. The Uchiha finally had true talent among them. Danzō, what have you even been doing all these years? You're like a leaking bucket — full of bluster, no results.
Not only could they not stop this plan now — they had to support it, or everything would collapse. Didn't that fool understand? Water can both carry a boat and capsize it. Once the people's hearts turn away, what army will follow you then?
"Danzō, stay out of this. We must not oppose it — in fact, we must fully support it," Hiruzen finally said, tired of the man's ranting.
"You've lost your mind, Hiruzen! This goes against our sensei's doctrine — the strategy we've followed for years! Have you forgotten everything we've done, all our sacrifices? You'd throw it all away?" Danzō's voice shook with fury, finger trembling as he pointed at the Third Hokage.
"You still don't understand. We've already lost the initiative. Continuing this path is impossible now — we must adapt. Put away your fangs, Danzō. They're doing more harm than good," Hiruzen replied quietly.
"'More harm'? Don't make me laugh! You just want to cozy up to the Uchiha! You're tired of me standing in your way, aren't you, Hiruzen? Everything I've done — it's all been for Konoha! You'll regret this! I won't allow it!"
With that, Danzō slammed the door and stormed out.
"Danzō, you fool… don't do something stupid. Don't let me down," Hiruzen murmured, his voice growing quieter, until it faded to a whisper.
