Facing Captain America's lengthy and righteous speech, Zemo's hand moved to the red button on the table again and again, only to move away each time.
Forget it, there's no need to kill an idiot. It just makes me feel like my IQ is low.
I've already refused Lady Nine-Heads' goodwill. If I turned around and secretly killed Steve, it would make me seem like a person who goes back on their word, which is not good.

Upon hearing this, the Captain frowned; he didn't understand what Zemo was trying to accomplish.
"Why are you telling me this? Aren't you all Hydra?"
"Yes, but there are differences among the nine heads. What I want is simple: when you hear news about the Red Skull, contact me in the following way and tell me what you know."
He provided a mailbox located somewhere in Africa; whether the address was real or not, no one knew.
Captain glanced at the woman beside him; Peggy thought for a moment and nodded at him, indicating they could agree.
This seems like dog-eat-dog among Hydra, but it can also get them intelligence about plans against America; this deal could be made.
The world is not just black and white. Although Zemo is Hydra, he doesn't seem like that particularly mad leader; he only studied super glue before.
Having made up his mind, Captain looked deeply into Zemo's eyes behind the purple mask, as if by doing so he could see through him.

Zemo didn't know much, at least Lady Nine-Heads didn't tell him much, but he would think for himself.
Combining some intelligence gathered from Faust and reasoning carefully, combined with his task arrangement, he roughly reconstructed a highly possible plan.
This plan involves mind control and creating chaos in America. The specific methods are unknown, but the action time has been set.
The message has been delivered, but as for how Captain America can escape from underwater and convey this message to the SSR's high ranks, that's not Zemo's concern.
Zemo only knows that if Lady Nine-Heads is out of the picture, he could take over everyone at the division.
It's a bit despicable; she received him warmly on account of his father, yet he planned to do this to her. But who wouldn't act this way in Hydra? Here, you can't stand firm if you're not ruthless. He learned this from his father's death.
Quickly finishing his intelligence, Little Zemo cut off the communication and wished the Captain good luck.
The two left underwater were left speechless.
