After careful study, it can be understood as the manifestation of one's inner mental strength affecting the external world. The solar storm that changed her genes and granted her supernatural abilities did so through a violent process, which in turn suppressed her own inner psychic potential.
Harry's case is different. His mental power is exceptionally strong. Over time, he naturally developed a degree of telepathic ability, somewhat similar to Professor X's mental influence. Because of that, the so-called "mutual attraction" between Harry and Susan is, in essence, one-sided—Harry is the active one exerting that mental pull, while Susan is the one being unconsciously influenced.
