Chapter 515 - Chapter 515: Friendship and Conflict, Order and

"On January 9, more than a thousand medical staff and patients were taken hostage in two hospitals in Kizlyar, Republic of Dagestan. At the request of the local government, the Aurors gladly destroyed all of the terrorists' weapons."

"On January 12, Myanmar's Joint Operations Office successfully took control of major drug lord Khun Sa, who voluntarily surrendered all his weapons."

"On February 3, a 7.0-magnitude earthquake struck East Asia. Aurors from seven nearby countries rushed to assist, rescuing more than ten thousand disaster victims."

"…"

In the headquarters building of the International Confederation of Wizards in Bhutan, Tver looked with considerable satisfaction at the files Babajide had laid out on the desk.

These were all incidents since the beginning of the year involving wizards around the world, or rather, contact between magic and muggles.

In the past, such matters were reviewed and judged by the local Ministry of Magic before being submitted to the Confederation for examination. Those that passed were archived, while those that failed would require Confederation representatives, usually several of them, to travel to the area and supervise matters personally.

But with the addition of the Joint Operations Office, all operations involving the Office's wizards were now submitted directly to the Confederation, which meant Babajide.

In other words, the affairs of the various countries' offices were under the jurisdiction of the Confederation headquarters.

That was why Babajide wanted Dumbledore to hurry back to work.

The Confederation was now more or less the United Nations of the wizarding world. Because of Dumbledore's presence, this institution had far greater influence than the United Nations, but due to its shortage of personnel, the Confederation's ability to handle affairs was already struggling to keep up with the growing number of deliberate exposure incidents.

Of course, that was also why Tver had traveled such a long way back to Bhutan.

After all, Babajide had pushed the Office plan forward because of Tver's proposal. It would be rather unreasonable to use him and then abandon him.

But after roughly flipping through the files, Tver was honestly somewhat surprised, and pleasantly so.

He had thought these wizards would be constrained by the deeply rooted Statute of Secrecy and turn a blind eye to muggle disasters.

He had not expected so many wizards to be willing to lend a hand. Of course, it might also be because they were under the Confederation's jurisdiction and would not be arrested for doing so.

But this still left Tver more satisfied than he could possibly be.

"This is pretty good, isn't it?"

He happily flipped to the end. In truth, there were not all that many incidents in the files. Aside from routine arrests of dark wizards who had exposed magic and accidental exposures involving magical creatures, the rest were disaster relief operations.

"These are good, of course…"

Babajide gave a cold laugh, pulled out another hefty file, and held it up in front of him.

"Now look at this one, and you'll understand why I can't even sleep anymore!"

Seeing as he looked ready to smash him to death with the file, Tver quickly took it and opened to the first page.

"March 17. Aurors uncovered a case in which a dark wizard controlled a muggle and successfully assassinated the former Prime Minister of Israel. After repeated searches, the wizard has now been arrested and handed over to the Israeli Ministry of Magic. The current Prime Minister of Israel has expressed strong dissatisfaction to the Office."

"April 3. A Werewolf infiltrated the plane of the United States Secretary of Commerce and controlled the aircraft to crash into a mountain near the airport. Aside from the Werewolf himself, there were no survivors.

At the request of the President of the United States, the Office is making every effort to track down the Werewolf."

"April 8. Two Vampires, for their own amusement, privately launched rockets belonging to Lebanese military forces, triggering a military conflict with Israel. The conflict has currently caused the deaths of more than a dozen civilians.

The Offices of both countries have arrested the criminals and conveyed the relevant information to their respective governments, but the military conflict is still ongoing."

"…"

Tver casually flipped through it. There were quite a few incidents of this kind, and the problems they caused basically all involved loss of life.

But how should he put it? This was also within his expectations.

The relationship between wizards and muggles was far too complicated to be described simply in terms of liking or hating.

There were good people and bad people among both wizards and muggles, and there were also large numbers of ordinary people who simply went along with the current.

What Tver needed to do was unite the good people, divide the bad people, and then maintain a relatively peaceful situation.

But in this process, chaos and conflict were unavoidable. Even if there were a hundred Tvers, he could not stop all of it.

For most ordinary people, however, they did not care that much about what magic and technology would develop into. When they saw others suffer disaster, they would sigh and feel sad, but what they cared about more was whether their own lives would be affected.

In other words, as long as Tver could compress this chaos and conflict to a level both muggles and wizards could accept, the two sides could maintain a peaceful and stable situation.

After all, people had to live their lives. Were they supposed to be so afraid of going to work just because a murder had happened in the next province?

So faced with Babajide's stern expression, Tver remained as relaxed as ever.

"Although I feel deeply saddened for these innocent victims, I still don't think any of this is surprising."

"Not surprising?!" Babajide's voice rose at once, deafening in the spacious office.

"Do you know that dark wizards are attacking muggles almost every day? Do you know that disasters caused by dark wizards are already no less serious than natural disasters among muggles?!"

"Do you even realize that innocent muggles are being killed and injured by magic every day?"

"And then?" Tver calmly picked at his ear, as if the volume of Babajide's voice was more troublesome than the content of his words.

"Without the Confederation, without the Statute of Secrecy, without the Joint Operations Office, would these dark wizards cease to exist?"

"Babajide, bad people are bad precisely because they do not care about law, order, or morality."

"And for us…"

Tver leaned forward, his eyes flashing with menace as he stared straight at Babajide.

"To comfort the innocent, and to ensure the happiness and safety of the next generation, whether muggle or wizard, we must unite and destroy every trace of evil born in this world, until all criminals submit to us thoroughly, forever, and completely!"

Although those words were not directed at him, Babajide opened his mouth, only to swallow unconsciously.

"Chairman…"

A young witch hurried in holding a letter, but she was frightened by the strange, solemn atmosphere and froze in place.

Tver took the opportunity to return to his usual relaxed manner. Without turning his head, he stretched out a hand and asked, "Go on. What's the emergency?"

Only then did the witch remember the urgent matter she had come to report. She hurriedly placed the letter in Tver's hand with some trepidation, even though it was meant for Babajide.

"Last night, a passenger plane exploded in midair over the United States, but during routine rescue efforts, the Aurors discovered traces of magic on the wreckage."

"The President of the United States already knows about this and is very…" She thought about the wording in the letter and decided to be a little more tactful. "Eager to meet with you!"
