Iwagakure - Village Hidden in the Stones - The Tsuchikage.
Sunagakure - Village Hidden in the Sand - The Kazekage.
Kumogakure - Village Hidden in the Clouds - The Raikage.
Kirigakure - Village Hidden in the Mist - The Mizukage.

But the villages do not rule the countries—they simply stand alongside the country's government. Young Kakashi screamed in shock as he saw the bloody scene. Two enemy shinobi had grabbed him from both sides with sharp whips.
