Thu'um (All Shouts Tsor has)

Animal Ally 

Cooldown: 60/90/120 seconds.

Raan: Animals under level 25 become your allies for 3 minutes; Summon a wolf for 60 seconds.

Mir: Animals under level 50 become your allies for 6 minutes; Summon a saber cat for 60 seconds.

Tah: Animals under level 75 become your allies for 9 minutes; Summon a bear for 60 seconds.

Aura Whisper

Cooldown: 30/45/60 seconds.

Laas: You detect all nearby living creatures and their weaknesses for 30 seconds, allowing you to deal more critical blows to them (25% chance to cause 6x critical damage).

Yah: You detect all nearby living and dead creatures and their weaknesses for 45 seconds, allowing you to deal more critical blows to them (50% chance to cause 8x critical damage).

Nir: You detect all nearby creatures and their weaknesses for 60 seconds, allowing you to deal more critical blows to them (75% chance to cause 10x critical damage).

Battle Fury

Cooldown:60/90/120 seconds.

Mid: All nearby allies move and attack 15% faster for 60 seconds.

Vur: All nearby allies move and attack 20% faster for 60 seconds.

Shaan: All nearby allies move and attack 25% faster for 60 seconds.

Become Ethereal

Cooldown: 60/90/120 seconds.

Feim: You become ethereal for 10 seconds; during this time you are muffled and gain Light Foot perk.

Zii: You become ethereal for 20 seconds; during this time you are muffled and gain Light Foot perk.

Gron: You become ethereal for 30 seconds; during this time you are muffled and gain Light Foot perk.

Bend Will

Cooldown: 60/90/120 seconds.

Gol: Cleanses All-Maker stones.

Hah: Living targets are placed under your command for 30 seconds.

Dov: Tames dragons and allows them to be ridden. Bend Will's effects are now permanent.

Bring Life

Cooldown: 120/240/360 seconds.

Drun: The user and their allies are healed by 25% of their health and stamina.

Lok: The user and their allies are healed by 50% of their health and stamina.

Haas: The user and their allies are healed fully of their health and stamina.

Call of Valor 

Cooldown: 180/180/180 seconds.

Hun: Summons Gormlaith Golden-Hilt for 60 seconds.

Kaal: Summons Felldir the Old for 60 seconds.

Zoor: Summons Hakon One-Eye for 60 seconds.

Call Dragon 

Cooldown: 5/10/300 seconds.

Od: No effect. 

Ah: No effect.

Viing: Summons Odahviing.

Clear Skies

Cooldown: 10/20/30 seconds. 

Lok: Clears the weather for 60 seconds.

Vah: Clears the weather for 90 seconds.

Koor: Clears the weather for 120 seconds.

Cyclone 

Cooldown: 60/90/120 seconds.

Ven: Deals 50 Magic damage and knocks down enemies in a small area.

Gaar: Deals 100 Magic damage and knocks down enemies in a large area.

Nos: Deals 150 Magic damage and knocks down enemies in a massive area. Cyclone becomes a Tornado that lasts for 5 minutes.

Deep Sleep

Cooldown: 30/45/75 seconds.

Dil: Force targets asleep for 10 seconds.

Fus: Force targets asleep for 20 seconds.

Laag: Force targets asleep for 40 seconds.

Devour Soul

Cooldown: 15/25/50/300 seconds.

Zii: Devours the target's health, magicka, and stamina by 25%.

Los: Devours the target's health, magicka, and stamina by 50%.

Dii: Devours the target's health, magicka, and stamina by 75%.

Du: Devours the target's soul entirely. All health is restored to the user and they become Ethereal for 1 minute until the user breaks their ethereal state.

Dismay 

Cooldown: 60/90/120 seconds.

Faas: Living targets up to level 25 flee combat for 30 seconds.

Ru: Living targets up to level 50 flee combat for 30 seconds.

Maar: Living targets up to level 75 flee combat for 30 seconds.

Dragon Aspect

Cooldown: 180/240/300 seconds. 

Mul: Increases Armor Rating by 50 for 600 seconds. 

Qah: Increases Armor Rating by 100 for 600 seconds.

Diiv: Increases Armor Rating by 100 and Magic Resistance by 25% for 600 seconds. The user now has Ethereal Dragon Wings and a Ethereal Dragon Tail.

Dragon Festival

Cooldown: 0/0/10 seconds.

Diiv: No effect.

Faan: No effect.

Jur: Your Thu'um tickles the hearts of the hostile dragons of Tamriel, forcing many to answer your challenge. This shout can only be used once per day.

Dragon's Forge

Cooldown: 180/2400/300 seconds.

Dwiin: Allows the player to craft bars.

Tu: Allows the player to upgrade equipment.

Keyn: Allows the player to craft equipment.

Dragonrend 

Cooldown: 30/45/60 seconds.

Joor: Forces dragons to land for 20 seconds. 

Zah: Forces dragons to land for 40 seconds. 

Frul: Forces dragons to land for 60 seconds. This now works against other Immortal Beings.

Drain Vitality

Cooldown: 60/90/120 seconds.

Gaan: Absorbs 5 Magicka per second for 30 seconds.

Lah: Absorbs 5 Magicka and Stamina per second for 30 seconds.

Haas: Deals 10 stamina/magicka/health damage and Absorbs 5 Health, Magicka, and Stamina per second for 30 seconds.

Elemental Fury 

Cooldown: 60/90/120 seconds.

Su: Move and attack 15% faster for 30 seconds. 

Grah: Move and attack 20% faster for 30 seconds.

Dun: Move and attack 25% faster for 30 seconds.

Fast Travel

Cooldown: 12/24/36 seconds.

Het: Teleport within 10 meters from your position.

Bo: Teleport within 100 kilometers of your position.

Gut: Teleport to places that you've visited before. 

Fire Breath

Cooldown: 30/45/60 seconds.

Yol: Deals 75 Fire damage. Enemies on fire take extra damage over time. 

Toor: Deals 100 Fire damage. Enemies on fire take extra damage over time.

Shul: Deals 125 Fire damage. Enemies on fire take extra damage over time.

Frost Breath 

Cooldown: 30/45/60 seconds.

Fo: Deals 75 Frost damage to Health and Stamina.

Krah: Deals 100 Frost damage to Health and Stamina.

Diin: Deals 125 Frost damage to Health and Stamina.

Heart of Nirn

Cooldown: 600/600/1200 seconds

Sil: Makes your armor go up by x1,000,000,000. Lasts 30 seconds.

Aal: Makes you invulnerable. Lasts 30 seconds.

Bo: Makes any hit done by you to anything critical. Even beings that cannot be killed will be killed and never to be revived. Lasts 30 seconds.

Ice Form

Cooldown: 60/90/120.

Iiz: Reduces enemy Movement and Attack Speed by 25% for 40 seconds. Encases targets in Ice for 10 seconds.

Slen: Reduces enemy Movement and Attack Speed by 25% for 60 seconds. Encases targets in Ice for 15 seconds.

Nus: Reduces enemy Movement and Attack Speed by 30% forever. Encases targets in Absolute Zero for eternity.

Kyne's Peace

Cooldown: 60/90/120

Kaan: Calms targets up to level 25 for 30 seconds.

Drem: Calms targets up to level 30 for 30 seconds.

Ov: Calms targets up to level 50 for 30 seconds.

Lightning Breath 

Cooldown: 60/90/120 seconds.

Strun: Deals 75 Shock damage to Health and Magicka. 

Gaar: Deals 100 Shock damage to Health and Magicka.

Kest: Deals 125 Shock damage to Health and Magicka.

Magnus Flarestorm

Cooldown: 200/200/600/1000 seconds.

Thur: At this level, the shout would function like Unrelenting Force, only instead of being a wave, it would tear a void in the fabric of Mundus as it passes, dealing some damage and knocking those impacted to the ground.

Kro: At this level, the shout would take on a minor form of the Dragon Aspect shout- Pure arcane energy from Mundus seeps through the tear and binds itself to you, increasing both Shock and Fire damage dealt by 25%, for say 60 seconds. Every time this shout is used with at least 2 words, you gain a permanent 1% boon to Shock and Fire damage and resistance, to a maximum of 75%. It would also do slightly more damage to enemies caught by the tear, putting it on par with Yol'Tool in terms of just damage.

Krein: At this level, the shout would gain a fire-based version of the Master destruction spell, Blizzard. In a 25-foot radius around the tear for 30 seconds, untempered arcane fire engulfs any foe. I would estimate the damage to be roughly 300/s, prior to any buffs or resistances.

Strunmar: At this level, your mastery of the Thu'um is beyond simply unrefuteable. To explain it simply, this word adds a lightning damage Ice storm effect to the same 25-foot radius around the tear, rending all hostile magics from the area and dealing roughly 250/s to both health and magicka. After the first of your terrible storms subside, the powers unleashed rebind themselves to you, and Akatosh himself descends to grant you the power to create a minor Aetherial Realm within the plain of Nirn, and warp to it at will. This Riftborn realm is roughly the size of Dragonsreach, coming with all available crafting stations (including Staff and Spider enchanter), and a fully decorated mead hall that harkens back to Sovngard. When defeated, The Skull of Alduin, the Skeleton of Miraak, the Ashes of Harkon, the Skull of Kaarstag, and many more will line your glorious hall, and all will know of your might as Dragonborn!

Marked for Death 

Cooldown: 60/90/120. 

Krii: Reduces enemy Health by 50 and Armor Rating by 50 for 30 seconds.

Lun: Reduces enemy Health by 75 and Armor Rating by 100 for 30 seconds.

Aus: Reduces enemy Health by 100 and Armor Rating by 150 for 30 seconds.

Poison Breath 

Cooldown: 60/90/120 seconds

Laas: Deals 8 Poison damage per second for 10 seconds. 

Slen: Deals 11.50 Poison damage per second for 10 seconds.

Aus: Deals 15.5 Poison damage per second for 10 seconds.

Remove Garb

Cooldown: 5/5/30 seconds.

Saan: No effect

Qua: No effect

Nikrent: Instantly removes a target's armor or clothing. Also empties their inventory (all except for the weapons they're wielding). Does not damage any of it. Needs all three words to work.

Reverse Time

Cooldown: 180/240/300 seconds.

Tiid: Reverses the user's time by 10 seconds.

Slen: Reverses the user's time by 15 seconds.

Voh: Reverses the user's time of their choosing. This is akin to anchor points that mark the user's major achievements; like when they were born, to when they killed a dragon for the first time in the prime of their youth.

Shadow Soul

Cooldown: 180/240/300

Vul: Bends reality and creates gateways to alternate realms, dealing 75 points of damage.

Fiik: Bends reality and creates gateways to alternate realms, dealing 100 points of damage.

Lein: Bends reality and creates gateways to alternate realms, dealing 125 points of damage. When all three Words of Power are shouted, an Umbra'Keth ("Shadow of Conflict") will be formed, forcing all nearby foes to fight each other at the Shadow's command.

Slow Time 

Cooldown: 180/240/300 seconds.

Tiid: Slows time by 50% for 10 seconds.

Klo: Slows time by 50% for 20 seconds.

Ul: Slows time by 50% for 30 seconds.

Soul Tear 

Cooldown: 120/150/180 seconds.

Rii: Deals 7.5 Magic damage per second for 10 seconds. 

Vaaz: Deals 10 Magic damage per second for 10 seconds. If the target dies, fill a soul gem. 

Zol: Deals 12.5 Magic damage per second for 10 seconds. If the target dies, fills a soul gem and reanimates their corpse. It will follow you until it dies.

Stone Thorns

Cooldown: 15/30/45 seconds.

Golz: Causes some spikes to emerge from the ground in the path of your shout dealing damage (also deals continuous bleeding damage the longer a foe stands in the area of effect) to anyone caught in the path.

Bah: Causes many spikes to emerge from the ground in the path of your shout dealing damage (also deals continuous bleeding damage the longer a foe stands in the area of effect) to anyone caught in the path.

Nin: Causes an endless number of spikes to emerge from the ground in the path of your shout dealing damage (also deals continuous bleeding damage the longer a foe stands in the area of effect) to anyone caught in the path.

Storm Call

Cooldown: 180/240/300 seconds.

Strun: Calls a storm for 30 seconds. Lightning bolts from the storm deal 50 damage.

Bah: Calls a storm for 45 seconds. Lightning bolts from the storm deal 75 damage.

Qo: Calls a storm for 60 seconds. Lightning bolts from the storm deal 100 damage.

Subdue

Cooldown: 60/90/120 seconds.

Zun: Reduces enemy weapon damage by 25% for 20 seconds.

Haal: Reduces enemy weapon damage by 25% for 40 seconds.

Viik: Reduces enemy weapon damage by 25% for 60 seconds.

Summon Durnehviir 

Cooldown: 5/10/300 seconds.

Dur: No effect. 

Neh: No effect.

Viir: Summons Durnehviir.

Throw Voice 

Cooldown: 30/20/10 seconds.

Zul: Throws voice.

Mey: Throws voice.

Gut: Throws voice.

Time Rewind

Cooldown: 180/240/300 seconds

Tiid: The first word winds back time by 10 seconds.

Bo: The second word winds back time by 1 minute.

Daal: The third word winds back time by ten minutes.

Tsunami

Cooldown: 180/240/300 seconds.

Lom: Summons the fury of Nirn's Oceans. The Tsunami waves deal 50 points of damage.

Riin: Summons the fury of Nirn's Oceans. The Tsunami waves deal 100 points of damage.

Kran: Summons the fury of Nirn's Oceans. The Tsunami waves deal 150 points of damage.

Unrelenting Force 

Cooldown: 10/20/30 seconds. 

Fus: Deals a 75% stagger to enemies.

Ro: Deals a 100% stagger to enemies. 

Dah: Deals a 100% stagger and ragdolls enemies.

Wrath of Man

Cooldown: 10/20/30 seconds.

Haal: Low range. Out of instinct, your Thu'um pushes your enemy back, interrupting whatever they want to do to you.

Lon: Increased range and power. Out of anger, your Thu'um becomes a fist, hitting your target with blunt force, throwing it to the ground, and dealing a small amount of damage.

Zhakrii: Even further increased range and power. Ready to fight, your Thu'um turns your breath into a blade that pierces your enemies, dealing massive damage to the first one, but less with each target it hits after the first one, forcing all targets hit to step back.

Whirlwind Sprint

Cooldown: 10/20/30 seconds.

Wuld: Rush forward by 30 feet.

Nah: Rush forward by 40 feet.

Kest: Rush forward by 50 feet.

Ysmir

Cooldown: 30/45 seconds/1.5 days

Dov: Will increase damage done with fire, ice, and lightning.

Ah: Will increase damage done with your Thu'um and shouts charge 10x as fast.

Sil: Transforms the Dragonborn into their truest self, one of the Dov. (Note: You would be able to transform back via the same shout to remember your mortal form, this costs all of your magicka and stamina and 3/4ths your health leaving you vulnerable) (Note 2: You would get to customize your dragon appearance upon acquisition of the final word.)

Zero-Sum

Cooldown: 0/0/30 seconds.

Hi: No effect.

Los: No effect.

Ni: Your Thu'um forces the other to see the truth (reality is a dream of The Godhead) and make them Zero-Sum (erased from reality).
