Chapter 441 - Celebration

The sudden system notification made Guilliman stop his work. The sudden system notification made Guilliman stop his work. The Contemplator assisting Guilliman detected his emotional fluctuations.

It initiated the rest program.

As the command was issued,

the vast data light screens floating beside Guilliman were shut down. The study immediately dimmed.

A hint of joy appeared on Guilliman's face. The system's message indicated that Calgar had completed his mission.

He had successfully conquered Universe 04.

Pushing the Imperium's great cause to new heights.

Conquering a universe brought not only system mission rewards but also immense encouragement to the countless citizens of the Imperium.

Guilliman closed his eyes, savoring the joy this galaxy brought him.

At this moment, his joy could not be shared with others. The news of Calgar's victory had not yet reached Terra.

He knew this news because of the system.

He couldn't reveal it too obviously. The time for celebration would be when the news of Calgar's great victory returned.

"We need to prepare the awards and honors, as well as a grand welcoming ceremony, to receive Calgar."

Guilliman tapped the table a few times with his hand.

He organized his thoughts. Thousands of plans flashed through his mind, detailing how to reward and honor these heroes who had secured humanity's first universe.

A grand ceremony, live broadcasts across the entire Imperium, and historians documenting their heroic epic.

After a moment's thought, Guilliman reached out and opened an interface in the air. The interface emitted a faint glow,

illuminating his resolute and noble face.

"Come here for a moment."

Guilliman's words were brief.

He summoned the recently appointed Imperial Chancellor. The Imperium's governmental affairs were too vast; even with the aid of technology, a mortal body could hardly bear the burden.

Furthermore, the position of Chancellor carried immense pressure.

Almost every Chancellor had died in office.

So far, the position of Chancellor had changed several times.

Most had collapsed due to the overwhelming amount of governmental affairs.

After all, a single order or document could decide the lives or deaths of billions of people.

Making any decision was difficult.

While such sacrifices might not be as spectacular as those on the front lines, for the Imperium,

they were still heroes worth remembering.

Without the sacrifices of these bureaucrats, managing such a vast Imperium would be a pipe dream.

"Understood," a hoarse male voice replied. The communication was cut off.

Guilliman closed his eyes and rubbed his forehead, allowing his tired eyes a brief rest.

Even with his extraordinary wisdom, capable of coordinating thousands of tasks simultaneously,

managing the entire vast Imperium was still an extremely difficult undertaking.

More and more personnel were needed.

Currently, the entire Solar System was primarily staffed by administrative personnel.

Even so, it was difficult to ensure the stability and efficiency of the Imperium.

One could imagine the terrifying pressure caused by the Imperium's current territory, research, and wars!

"It's good news."

Guilliman pushed aside the data crystal columns and documents on his desk and stood up from his seat. This good news was worth temporarily setting aside other work.

Calgar had not disappointed him.

With the activation of the fifth-stage database, some of the initial ideas should now be brought to the forefront.

Guilliman was also preparing to launch another secret plan. That was the establishment of the Transmigrator Management Agency.

From reports by many exploration teams and Imperial expeditionary forces, it was clear that transmigrators existed in many universes. There were signs of this among different races and civilizations. The Aetheric Ocean separating different universes was vast and boundless. The distance between them could not be measured by space-time.

Each universe was like a bubble floating in the ocean. They were incredibly far apart and constantly moving, just like the Milky Way galaxy itself.

Many people believed that the stars in the sky were fixed, but they did not know that the cosmic background was constantly moving. The space-time position of a planet one second and the next second were completely different. The distance and position between different universes were also different. This was why the gods contended for the portals of inter-universal pathways; even omniscient and omnipotent beings could not quickly and accurately pinpoint the location of a universe in the vast Aetheric Ocean.

With portals to inter-universal pathways, one could quickly travel to different universes, increasing their influence in the shortest possible time. The more beings that knew of their existence, the stronger these entities would become. Transmigrators were not only transmigrators from different universes and different races, but also transmigrators from different times.

Many souls of the deceased would eventually return to the Warp, transforming back into the most basic aether.

However, some souls would be swept along by the turbulent Aetheric Ocean and carried into other universes. Thus, they became transmigrators. The clash of different ideas was the greatest driving force for civilization. These primordial transmigrators did not pose much harm to many universes.

On the contrary, due to their soul-thoughts, other universes would burst forth with new vitality. This was the benefit of transmigrators.

Of course, there were also drawbacks; some malevolent entities would exploit the transmigrators' ignorance to exploit that world,

leading to the collapse of the entire world.

An exploration team that had recently established contact with the Imperium sent back some information.

Manipulated transmigrators had caused an entire world to fall into an abyss, becoming sacrifices for the nulls. The method used by the daemons One was very simple.

It created a simple exchange mechanism.

It would select a transmigrator with psyker potential.

And have them sign a mysterious contract.

Promising rewards if they could stimulate the beings of that world to produce the emotions it needed. That soulless one needed anger. To obtain the rewards, the transmigrator engaged in various insidious, despicable, and outrageous acts to gain so-called "anger points."

Step by step, the transmigrator ultimately completed the entire sacrificial process,

sacrificing the entire world to that daemons One.

Including himself. The Imperium's territory was growing larger, and now it had acquired its first alien universe.

A transmigrator management agency must be established as early as possible. To prevent illegal crossings and protect the security of the various Imperial colonial universes.

Universe 04 had been secured.

Large amounts of Imperial resources and personnel would be freed from this war. The secret plan of transmigrator management should also be launched.

Besides the secret plan, there was also the fight against the tyranid swarm. The tyranids were very likely also a weapon of slaughter created by some civilization.

Dedicated to destroying all life in the universe to achieve victory.

If the tyranids could be brought under control, the Imperium's military strength would be greatly enhanced.

Regardless of who created the tyranids, their current evolution was terrifying. They had become one of the most fearsome species in the universe.

Perhaps even their creators themselves would be devoured by the tyranids.

Controlling the tyranids, this powerful biological species, and transforming them into an infinite swarm of Norn-Queens. Then, using human wave tactics, they could wear down and defeat the enemy.

While contemplating his next actions, Guilliman washed the stains from his hands in a tray beneath a golden eagle pillar.

Behind the towering bookshelf walls and cabinets storing data crystal columns was Guilliman's garden. This garden had existed since the completion of this flagship, which was exclusively for Guilliman. To this day, it collected flowers and plants from all corners of the Imperium's territory.

Aside from those from the home universe, there were also vibrant, non-toxic flowers and plants from other universes.

Entering the garden, one could see a tea tree from Universe 04 in bloom. This tree was said to be incredibly precious, considered by the beings of those alien universes to be a peerless Dao Spirit Root and immortal artifact. The tea leaves were covered with intricate patterns, possessing a unique charm.

According to the beings of those alien universes, these were Dao patterns. They were the trajectories of the Great Dao of Heaven and Earth, imprinted upon them.

Guilliman did not linger on the tea tree but walked straight past it. The servants responsible for maintaining the garden knelt on the ground; in their humility, they dared not gaze upon the Emperor.

Guilliman paid no mind to this.

Some things he couldn't change.

His terrifying prestige and status caused people to instinctively submit and kneel when they saw him. This was already a result of restraint.

Sometimes, people would even choose to commit suicide after meeting Guilliman.

Because after seeing Guilliman, they could no longer find any meaning in life. This was a helpless situation that could only be slowly improved with time and education.

Unless he was willing to relinquish such a high status and identity.

At the end of the garden was an observation deck.

It was entirely made of hardened glass, offering an unobstructed view of everything around the Imperator.

Large numbers of floating arks and continent-sized platforms were adjusting their positions in the void. Their propulsion engines occasionally emitted brilliant light, pushing the colossal structures to change direction.

As far as the eye could see, there were floating platforms everywhere, roving mechanical arks, and various weapon emplacements used for maintaining order.

As the Imperium's governing center, the Solar System had inevitably become the most prosperous and densely populated core area in human history.

From the Sun to the orbit of Pluto, and even to the asteroid belt, it had been extensively developed. There were floating metal continents everywhere, inhabited by a large population.

All of them were elites from various fields of the Imperium.

As the Imperium developed, Terra, as an administrative planet, could no longer meet its complex demands.

New colossal metal cities appeared daily in the Solar System. The vast void was packed to the brim; looking out, all one could see were cities.

Guilliman even suspected that if the Imperium continued to develop, the Solar System might be sculpted into an invincible super-structure.

Even the Sun would be encased within the structure, providing light and heat for humanity.

Guilliman gazed at the colossal metal cities, contemplating his next plans. The fifth-stage database had reached an incredible level.

All kinds of weapons were related to concepts such as destiny, truth, and mathematics.

Guilliman stood on the observation deck, gazing at everything in the Solar System.

He emptied his mind and thoughts,

allowing himself a moment of tranquility.

After more than ten minutes, a light screen suddenly appeared.

It showed the Chancellor's face.

"Your Majesty," the Chancellor said respectfully.

"Come in," Guilliman said. "I have something to discuss with you."

Since the previous Chancellor's departure due to overwork, the Emperor had rarely summoned the Chancellor.

With a nervous heart, the new Imperial Chancellor, Terra LeBlanc, entered Guilliman's study.

It was very simple, without any luxurious decorations.

Numerous documents and data crystal columns were placed on the desk.

Even a casual official's residence would likely be more extravagant than this.

A strange emotion surfaced in the heart of the new Imperial Chancellor, Terra LeBlanc.

He had given everything for the world.

Such arduous work.

Confined here day after day by countless governmental affairs, what joy could there be, even with immense power?

The Imperial Chancellor looked around.

He did not see the one he served.

As he was puzzled, a mechanical voice sounded. The wall beside the study opened.

A majestic giant emerged from the opened doorway.

Imperial Chancellor Terra LeBlanc saw the garden behind the wall.

Seeing this, a hint of sadness welled up in his heart.

Was this the Emperor's daily pastime?

A life like an ascetic!

"New Chancellor, Terra LeBlanc, I'm pleased you responded so quickly to my summons." Guilliman stated his name immediately.

His memory would never be incomplete.

It was as if etched into his mind.

"Yes, Your Majesty," the Imperial Chancellor nodded. "I am indeed Terra LeBlanc."

Guilliman smiled.

His face revealed a noble handsomeness, along with the sternness and scars of a soldier.

"I should have summoned you when you took office, but there were too many governmental affairs. For that, I could only hastily express my gratitude and blessings to you."

"You need not apologize for that, Your Majesty. Everything I do is as it should be; it is my honor," said Imperial Chancellor Terra LeBlanc.

"I summoned you this time not only to offer my belated encouragement but also for an important matter that requires your personal attention to ensure its grandeur. However, this matter needs to be handled discreetly; it can only be revealed at the appropriate time."

Guilliman handed a freshly drafted celebration proposal to the Imperial Chancellor. The Chancellor opened it and read through it, his expression becoming solemn after a moment.

"Such a grand celebration ceremony? And it's to be announced to other star systems and universes?"

Guilliman nodded.

"The conquest of Universe 04 has been completed. The Imperial Expeditionary Force will return soon."

Terra LeBlanc, as the Imperial Chancellor, was momentarily stunned; he hadn't heard this news!

"This is my channel of information, Chancellor. You only need to complete what I have instructed. Are there any issues?"

Terra LeBlanc saw the determination and demand on the other's face.

"I understand. I will ensure this ceremony is grand enough," Imperial Chancellor Terra LeBlanc said, bowing.

Guilliman nodded in satisfaction.

"I trust you, Terra LeBlanc. You are an excellent person, and my most capable assistant."
