--In the Hokage Office--
Behind the Hokage desk sat Hiruzen Sarutobi, the Third Hokage, puffing slowly on his pipe. His face held a deep frown.
Across from him stood Minato Namikaze, the Yellow Flash of Konoha. Fresh from his mission. He held a sealed scroll which contained the location of Iwa's bases, tucked under his arm.
Flanking Hiruzen were the village elders: Danzo Shimura, Homura Mitokado, and Koharu Utatane. Danzo's glare could melt steel.
He had both his arms which twitched like he wanted to strangle someone. Homura had his lips pressed thin. Koharu crossed her arms, eyes narrowed to slits.
Anyone could see they were mad. Furious, even.
Danzo broke the silence first. He leaned forward, "So let me get this straight," he growled through gritted teeth. "You ran into a boy, no older than ten with an ability to block chakra use for anyone he looks at... and you let him go even when you had a chance to end his life?!"
Minato nodded innocently, like he was talking about forgetting milk at the market. "Yes, Danzo-sama."
Danzo's face turned red. Veins popped on his forehead. Homura muttered something under his breath. Koharu looked ready to throw her fan at Minato's head.
Danzo gritted his teeth. He had rushed back to the village from the Iwa front. The war was dragging on, Konoha fighting Iwa head-on, skirmishes with Kumo and Kiri.
Orochimaru had stepped up as commander against Iwa's forces. Danzo came for strategy talks: troop movements, supply lines, how to crush Iwa once and for all.
Then Minato popped in, literally, with his Flying Thunder God jutsu with the scroll in hand.
That should have been a win for them! All Iwa's bases, known and secret bases mapped out. Danzo could already taste the glory. Konoha would smash them under his orders, end the war, and he'd get the credit for pushing Hiruzen to act.
But then Minato dropped the real bomb. A Suna kid probably only ten years old with some freak kekkei genkai or dojutsu who could with one stare shut the chakra of a person.
And Minato let him walk.
Danzo's rage boiled over. It was a threat to the village, a very big one. Imagine that kid grown up, staring down Konoha's best. Jiraiya? Useless. Orochimaru? Normal guy. Even the Hokage himself...
Minato seemed to remember something as he added, "And uh...I might have forgot to mention that he copied my Rasengan after a single look of the jutsu."
The room froze.
Danzo's jaw dropped. Hiruzen's pipe slipped from his mouth. Koharu and Homura gasped.
Minato blinked, all wide-eyed innocence. "Oh... I might have forgotten to mention that part earlier."
Danzo slammed his cane down. CRACK! Wood splintered. "He WHAT?!"
Minato shrugged, like it was no big deal. "I used Rasengan on some sand shinobi. He watched once. And next thing I know, he's spinning a perfect copy. Smaller, but spot on. It was as if he had already mastered the jutsu."
Hiruzen leaned forward, eyes sharp. "Copied Rasengan... after one look?"
"Yeah. It makes me creating the jutsu in four years seems not such a big deal anymore." Minato said with a sigh.
Danzo looked ready to pop a vein. "And you LET HIM GO? With OUR jutsu?!"
Before Danzo could explode further or worse, do something stupid like order Root to hunt the kid on the spot, Hiruzen cleared his throat. "Explain your decision, Minato."
Minato scratched the back of his head, still all smiles. "Well, Hokage-sama, we have a ceasefire agreement with Suna. I didn't want to break it and start a bigger mess. With the ability of the kid, he would be rather important too. This would mean that the ceasefire agreement would crumble and we would be at war with Suna again. According to village protocols. I am not high enough in rank to make such decisions."
Hiruzen nodded slowly, pipe smoke curling up. He knew that was half the story. Yes, the ceasefire agreement excuse was good and genuine.
But Minato wasn't naive to leave a future threat leave just like that. Far from it. He was trained by Jiraiya, the toad sage himself. People called Jiraiya a fool, pervy, loud, always chasing skirts. But naive? Neither of the men were naive.
Hiruzen chuckled inwardly. 'Can a naive man sneak into women's public baths guarded by elite kunoichi? Baths full of Anbu-level ninja, traps everywhere, and alarms that could wake the dead? Jiraiya did it for years. Slipped in like a ghost, peeked to his heart's content, and slipped out with a grin and a poem. That's not his luck. That's how cunning he is.'
He shook his head and focused back to Minato. He knew that Minato had more reasons for sparing the boy which he was not telling them. He could only hope that it was for the good of Konoha.
No, he knew that Minato spared the boy for the good of the village. He considered himself a good judge of character and Minato had the will of fire in him.
That's why Hiruzen eyed him for the position of Fourth Hokage. He was not Orochimaru who was too hungry for power or Jiraiya who would run off again if he is given a larger responsibility. Minato was perfect balance. Kind, deadly, smart as a whip.
Danzo snorted. "Ceasefire? Boy, that kid's a walking disaster for Konoha!"
Homura pushed up his glasses. "Indeed. A dojutsu like that.... It might be a threat equal to the legendary Mangekyõ Sharingan."
Koharu nodded sharply. "If Suna grows such a weapon to its full potential? We're doomed in the next war."
Hiruzen interrupted them,"Enough We can't do anything about this now. We will have to find more about this ability. He managed to block even you from using the chakra. Is that correct?"
"Yes, Lord Third." Minato replied
"The amount of chakra that you have is equal to mine. That means his ability does not take in consideration of the amount of chakra a person has or how strong the person is. It's one of those universal abilities that would effect everyone."
Koharu tapped her chin. "Range? Duration?"
"Line of sight, I think," Minato said. "Lasted as long as he stared. Blinked or looked away, it was back to normal."
Hiruzen finally said,"I want a report about both the mission and the kid seperately. And rest for now, You would have a new mission next week."
Minato bowed deep, "Yes, Hokage-sama."
He turned and vanished in a flash of yellow.
