The morning sun streamed through the tall glass windows, illuminating the spacious yet somewhat oppressive office of the East Blue Affairs Department.
Maps covered the walls, meticulously marking every sea area of the East Blue.
Files were piled high like small mountains on the desk, detailing the crimes of countless pirates in the East Blue.
However, at this moment, the commander seated behind the desk had no mind for these trivial matters; his gaze was fixed on a newly arrived report before him.
"Emergency Report from East Blue Branch 16."
The wax seal of the envelope had been torn open, and its contents were clearly more troublesome than he had anticipated.
He clutched the few pages tightly, his hands trembling slightly.
The report detailed everything that had happened at Branch 16:
Captain Nezumi's crimes, the severed head, and the terrifying strength of the unknown pirate crew.
"Conqueror's Haki... Two Conqueror's Haki users?" he muttered in a low voice, his brows furrowing even tighter.
The report not only mentioned Kai's display of Conqueror's Haki at Branch 16,
but also highlighted an even more shocking name—Monkey D. Luffy, captain of the Straw Hat Pirates.
According to the intelligence description, Luffy had also displayed Conqueror's Haki at the floating restaurant Baratie in the East Blue.
And the more crucial part was that this Luffy was actually the grandson of Marine Hero Garp.
"This is no longer a problem I can handle," the commander murmured to himself, raising a hand to rub his temples.
His gaze swept over the other files on the desk: the Arlong Pirates, the Krieg Pirates.
These names, once notorious in the East Blue, seemed insignificant in the face of this intelligence.
He quickly organized the intelligence, closed the file, and instructed his adjutant beside him:
"Send this intelligence to Fleet Admiral Sengoku; let him worry about this matter!"
Fleet Admiral Sengoku's Office
The highest command tower in Marineford, Fleet Admiral Sengoku's office was located on the top floor.
This office was spacious enough to accommodate a hundred people for a meeting, with world maps and bounty posters hanging on the walls.
A large wooden desk stood in the center, with neatly stacked files on its surface.
Behind it was a tall chair, where Fleet Admiral Sengoku was seated.
Fleet Admiral Sengoku was an extraordinary Marine commander, with a black afro on his head.
He wore frog-eye glasses, and his long beard was braided.
His broad shoulders and tall stature revealed his power as a warrior.
Beside Sengoku's desk stood a large glass case, containing his pet goat, which was currently munching on the corner of some document.
Sengoku glanced at the goat, sighed, and turned his attention back to the document in his hand.
Just then, a knock sounded at the door.
"Come in."
The door opened, and the adjutant from the East Blue Affairs Department entered, holding the intelligence file.
His expression was so stiff it was almost rigid, and his palms were sweating as he placed the file before Sengoku.
"Fleet Admiral, this is an emergency report from the East Blue; please review it."
Sengoku picked up the file and began to read. His expression, initially calm, gradually became grave.
When he saw the four bold characters "Conqueror's Haki," his brow furrowed sharply, and his finger paused on the paper.
"Two Conqueror's Haki users...?" His voice was deep and calm.
Sengoku looked at the intelligence file on the desk, his gaze as profound as the sea.
On the sofa beside the desk, a figure was leisurely munching on a donut with his legs crossed—it was Marine Hero, Monkey D. Garp.
"Do you even have the nerve to sit here eating donuts?" Sengoku slammed his hand on the table, glaring angrily at Garp.
Garp looked up, frosting still on the corner of his mouth, and mumbled in response, "What's wrong? It's not like I made a mistake."
Sengoku's face was as black as a pot, and he forcefully threw the file onto the table: "It's not your mistake? Look at this!"
He pointed at the contents of the file, his voice filled with disbelief and anger.
"Your grandson, Monkey D. Luffy, is actually a genius with Conqueror's Haki!
Such a remarkably talented individual, instead of inheriting your legacy and serving the Marines, actually ran off to become a pirate! How exactly did you raise him?"
Garp burst into laughter upon hearing this, completely devoid of any guilt.
He wiped his mouth and leaned over to look at the intelligence in Sengoku's hand: "Conqueror's Haki, huh? He truly is my grandson!"
A vein throbbed in Sengoku's forehead, and he gritted his teeth as he roared, "How can you still be proud?!
A monster with Conqueror's Haki, the grandson of a Marine Hero, choosing to become a pirate—do you know what that means for the Marine's reputation?
And he even attacked a Marine branch in the East Blue!"
Garp continued to casually take another bite of his donut, saying nonchalantly, "They're just kids; you have to let them develop freely.
I actually find it quite interesting. Besides, it's not just Luffy; his companion, Kai, also possesses Conqueror's Haki!
I really want to meet this little guy and see what kind of person he is."
Sengoku slammed his fist on the table in anger: "How can you even say that?! The appearance of two pirates with Conqueror's Haki in the East Blue is a precursor to chaos in the region, which has been peaceful for many years!
If we let them run wild, who will clean up this mess later?!"
Garp, however, seemed not to hear Sengoku's roar, and continued to study the intelligence to himself.
As he flipped through it, he clicked his tongue in wonder: "This kid Kai is quite interesting.
Not everyone can have Conqueror's Haki; he's much stronger than a small fry like Arlong."
Sengoku rubbed his temples in frustration: "I don't think you're taking this seriously at all."
Garp smiled indifferently and said, "Leave the East Blue matter to me. I'll go myself and see what these brats are up to."
Sengoku looked up at Garp, a hint of helplessness finally mixed with his anger: "You're going yourself?"
Garp thumped his chest, laughing heartily: "Don't worry! Luffy is my grandson, and it's been a long time since I disciplined him. My fists have forgotten what it feels like to educate him."
Sengoku took a deep breath, raised a finger, and pointed at Garp's nose: "Alright, then I'll give you a leave to go to the East Blue!
But you must remember to properly educate your grandson and not let him cause trouble for the Marines!"
Garp ignored Sengoku's warning, just stood up with a loud laugh: "Alright, alright, I'll set off now. Luffy, wait for Grandpa's loving education!"
After Garp left, Sengoku leaned back in his chair, rubbing his temples, thoroughly exasperated by the disrespectful Garp.
He looked down at the intelligence on the desk and sighed:
"Two monsters with Conqueror's Haki, and one of them is Garp's own grandson. I'm afraid the storms in the East Blue will come one after another."
The sun outside the window was bright, but Sengoku's mood was like the sea under dark clouds, deep and uneasy.
He knew that this storm had only just begun, and the sea was becoming increasingly unstable.
And the names of Monkey D. Luffy and Kai of the Straw Hat Pirates would eventually become an existence that the World Government and the Marines could not ignore.
