Chapter 13 - Chapter 13. Plans to Establish a City Government

The people cheered and rejoiced, their faces beaming with happy smiles.

For these poor people, whoever fed them, kept them warm, and gave them money to earn, they would shed their blood for them.

Their thoughts were actually very simple: they just hoped to live a stable life.

And Link's actions precisely achieved this.

At this moment, if anyone dared to openly oppose Link, these people would surely tear him apart alive.

In the crowd, some spies from other towns also sensed that something was amiss and chose to leave the area.

A population census was no joke; if they were found out, even if these outsiders weren't arrested, they would be put on a suspect list!

They had already lost their usefulness, and staying here would only lead to trouble.

Under the arrangements of Lina, Agnes, Slo, and Raymond, the major overhaul of Winterfell City proceeded in full swing.

In the castle's backyard, Link had already extracted the truckload of potatoes he had previously drawn.

It was a 4.2-meter-long box truck, fully loaded with ten tons of potatoes.

Link called people to clear the potatoes from the truck, and they piled up together, looking like a small mountain.

Link summoned Scholar Slo and some City Guards, asking them to carefully pick out the sprouted potatoes one by one.

Then Link personally demonstrated how to cut the potatoes into suitable blocks for planting, and after that, he instructed these knights to guide the people on how to plant potatoes.

Planting potatoes is not complicated at all. Recalling the Japanese who diligently cultivated potatoes in Siberia, they must have a deep understanding of this.

As for those that hadn't sprouted, they would be kept for now and cut into pieces for planting after they sprouted.

Yes, Link intended to use all ten tons of potatoes for seedling cultivation, not for consumption.

After all, Winterfell City had a large population, and while ten tons of potatoes sounded like a huge amount, they would quickly be consumed.

So these ten tons of potatoes had to be used for planting.

Link also laid down strict rules for Scholar Slo: anyone caught stealing potatoes would be deprived of food for the day, and serious offenders would be flogged.

Scholar Slo also understood the stakes involved and quickly went to make arrangements.

At this moment, Link's attention was actually more focused on the box truck, but unfortunately, the vehicle had no fuel and could not be started.

However, the engine and battery were still there, and perhaps one day in the future, they could be of great use.

So, Link ordered people to push the truck into the warehouse for safekeeping.

The reinforcement and repair of the city walls had already begun; Link had also made detailed plans for the construction of new wooden houses and public toilets and arranged them one by one.

This was not too difficult.

Not far outside Winterfell City was the vast Monster Forest, where verdant canopies rustled in the cold wind, and hunters could often be seen entering and exiting with beast-skin bags at their waists and hunting bows on their shoulders.

As for the wood and stone needed for construction, they were readily available.

Sturdy fir trees grew along the river, and grayish-brown rocks piled up like mountains at the foot of the mountains, which was truly a convenience bestowed by heaven.

With the implementation of the new policies, the entire Winterfell City shed its former lifelessness and burst forth with vibrant vitality.

However, Link was now incredibly busy.

Previously, all these internal affairs were handled solely by Orlando. Now that Orlando had been executed, all officials, big and small, connected to him had been purged.

But the shortcomings of not having a complete government system were now completely exposed. All sorts of trivial matters, like a tide, flooded Link's desk.

One government affair after another, even minor trivialities were reported to Link, and dealing with them was endless. Just thinking about it gave him a headache.

Link certainly couldn't handle all these matters personally.

"It seems I still need to establish Winterfell City's municipal government..."

How wonderful it would be if he could draw a few characters skilled in handling government affairs from the system to assist him.

Link could only comfort himself helplessly like this... It wasn't until lunchtime that Link was able to extricate himself from the complex government affairs.

He sat comfortably in the hall, gently swirling the red wine in his glass, slowly cutting a piece of roasted meat and putting it into his mouth.

Beside him, two attractive and well-figured maids were serving him. Link's wandering hands occasionally patted their bottoms and hugged their slender waists, taking advantage of them, which made the two young maids blush deeply.

This was the good thing about feudal society: as long as you had power and wealth, no one would say anything even if you were a bit debauched.

Just then, Link saw Lina hurrying past the door and called out to her.

"Lina, have you had lunch yet?"

"Not yet, my Lord." Lina gently shook her head.

"Then stay and eat together. I have some things I want to ask you."

Link winked at a maid nearby, signaling her to get cutlery for Lina.

Lina did not decline and, at Link's invitation, took a seat beside him.
