A Rear Admiral clutched his head, his eyes nearly bulging out of his sockets.

"That's one of the Four Emperors!!"

"That shopkeeper... that man named Blake..."

"Just who the hell is he?!"

This wasn't just a "No Combat Zone." This was a slaughterhouse! Was this the real reason they had uprooted the entire Marine Headquarters?

On the flagship deck, sweat rolled down Sengoku's temples. Although he had heard Garp describe the scene, seeing it in person was a soul-shaking shock that made his scalp tingle.

"What a... terrifying show of force," Sengoku whispered, forcing his racing heart to still. He looked over at Garp, who was still laughing without a care in the world.

"Bwahahaha! Didn't I tell you the view was great?" Garp pointed at the swaying figures, laughing so hard tears pooled in his eyes. "Those two bastards finally got what they deserved! Especially that old geezer Shiki—wasn't he acting all high and mighty in the dungeon? Serves him right!"

Sengoku shot him a weary glare. This was no time for schadenfreude. He adjusted his "Justice" cape and let his gaze turn sharp once more. Since they had arrived, they had to show the Marines' strength! They could not lose face in front of the pirates!

"Attention all units!" Sengoku's voice, amplified by the Den Den Mushi, boomed across the waters. "Execute the 'Reclamation' protocol as planned! Bring the big guy over!!"

At his command, the sea behind the fleet began to boil violently.

"ROAR—!!!"

With several deafening bellows, eight mountain-sized figures rose from the depths! It was the Giant Vice Admiral squad of Marine Headquarters—Ronse, Lacroix, John Giant, and the others.

The eight giants stood shirtless, their muscles cast like solid steel. Each carried a massive, pitch-black iron chain over their shoulder. The chains were pulled taut, emitting a tooth-aching screech.

The Giant Vice Admirals roared in unison, the veins in their foreheads bulging. An explosion of strength vibrated through the seabed.

Before the horrified eyes of everyone in the harbor, the massive island tore through the waves. At an unprecedented speed, it was hauled toward the flank of Foosha Village.

In the harbor, countless pirates and civilians stood with their mouths agape. Is this the power of the Marines? Is this the heritage of the World Government? To move house, they literally dragged an entire island over to use as a base?!

Even Whitebeard, aboard the Moby Dick, narrowed his eyes. "Gurararara... that old geezer Sengoku is really going all out this time."

This wasn't just a relocation. It was a demonstration to the world. It was a declaration that even in a place filled with monsters, the Marines still possessed the power to reshape the earth itself!

With a cataclysmic thud, the deserted island slammed into the shallows beside Foosha Village. The foundations of the two islands collided on the seabed, triggering a localized earthquake. Dust swirled and seawater backflowed.

As the smoke cleared, a brand-new "Marine Headquarters," firmly attached to Foosha Village, stood complete!

"So... it's done?" Luffy stood on the shore, holding a piece of meat and staring blankly. "So cool! I want to play with that too!!"

Ace smacked the back of his head. "Idiot! That's not for playing!" Despite his words, the shock in Ace's eyes was undeniable. This kind of world-shifting power reminded him once again how vast the sea truly was.

However, just as everyone was reeling from the Marines' grand display, an incredibly discordant voice rang out from the golden government vessel.

"That's it?"

The voice was shrill, piercing, and dripping with arrogance. The luxurious flagship, adorned with a solid gold dragon head, slowly docked. A red carpet was rolled out from the deck to the shore. A group of freaks wearing bubble helmets—resembling space suits—and leading slaves on chains walked down with an insufferable swagger.

Celestial Dragons. The World Nobles. The "descendants of the Creators" had finally arrived.

At the front was Saint Charloss, a dazed, moronic expression on his face and a trail of snot that never seemed to dry. He was riding on the back of a tall human slave, clutching a gold pistol and covering his nose with a handkerchief in disgust.

"Is this where we have to live?"

"Ugh... it stinks. The smell of commoners is everywhere."

Charloss frowned, his gaze darting between the new Marine base and the bustling village. Even facing the flags of the Four Emperors—even facing the tavern where Kaido was hanging—there was no fear in his eyes. Only a deep, ingrained contempt.

In his warped mind, all the world under heaven belonged to him. Everything existed solely to serve them. Pirates, Emperors, or mysterious shopkeepers... to him, they were all just slightly stronger ants. As long as he was a Celestial Dragon, as long as the World Government existed, no one would dare touch a hair on his head.

"Father, I don't like that barren island over there." Charloss pointed at the new base. "It's bald and hideous."

He turned back to look at Saint Rosward, then his greedy, stupid gaze swept over the crowd, past the harbor, and landed directly on the center of Foosha Village. That was the highest point, with the best view. It had a stylish little tavern, and it was full of life and energy. It was the "Dragon's Eye" of the island.

Blake's tavern.

"I want that place!" Charloss waved his pistol excitedly toward the Party's Bar. "That spot is the highest. It's perfect for looking down on these low-lifes! I'll build my new palace there! Now! Right now!"
