The seas stayed quiet for days. No marines. No agents. Nothing.
The Akatsuki moved without interruption, and on the deck, everyone had settled into their own habits. Kisame resting. Deidara shaping clay. Hidan complaining. Kakuzu counting. Itachi watching the sea. Sasori was off creating new puppets, while Konan remained near Nagato at all times.
Nagato finally spoke.
"Since the world won't interfere for now, it's time to establish a base. A place we can all return to."
Everyone looked his way.
"We won't operate as one unit. Just like before, we'll split into our original teams. It's more efficient. Kakuzu with Hidan. Itachi with Kisame. Deidara with Sasori when he finishes his creation. And Konan with me."
Hidan: "About time. I need something to kill."
Kakuzu: "As long as the missions bring profit, I accept."
Kisame: "Back to the old pattern, huh, Itachi?"
Itachi simply nodded.
Deidara: "Fine. It'll give me a chance to show this world real art."
Nagato continued.
Nagato: "First task is choosing the location. We need neutral ground. Accessible from every sea. Somewhere marines avoid."
Hidan: "So, a dump."
Nagato: "Correct. There's an abandoned island near the route between Totto Land and Wano. Chaotic waters. No government control. It works."
The decision was made. Their base would start there.
Nagato finished assigning the teams, then turned to Enel.
Nagato: "Enel. You'll train separately for a while. You need to master Armament Haki."
Enel raised an eyebrow. "Hmph. That inferior coating technique?"
Nagato: "You'll master it. You currently have the strongest attack potential out of everyone in the organization."
Enel smirked proudly.
Nagato: "You'll also develop your devil fruit further. There are techniques from my old world you can create similar variations of. There's a technique called lightning chakra cloak, that a few powerful people used back in my world. Use lightning to stimulate your cells, enhance your speed all around, not just that teleportation you do. You can use lightning to temper your body, making your physical strength grow vastly."
Enel grinned. "A lightning cloak… That has potential."
"Good. Complete your training before taking missions."
"Fine. Show me where we're setting up, and I'll start immediately."
Nagato looked over the crew.
Nagato: "Everyone knows their role. Once the base is ready, we begin operating like before."
The Akatsuki nodded.

A few days later, the Akatsuki arrived at the island they intended to turn into their base. The place was silent—an old port town long abandoned, its buildings worn by time and neglect. The constant, year-round rainfall had driven out the last of its inhabitants, leaving the island half flooded.
Nagato stepped forward and issued orders immediately.
"Konan. You're in charge of securing resources and building an intelligence network. I want eyes on every major route."
"Consider it done."
Nagato looked to Enel next.
"You'll power the town."
Enel smirked. "Electricity for an entire island? Easy."
He raised his hand. Bolts arced across the old power lines, reactivating them one by one. Street lamps flickered. Buildings lit up. The entire abandoned town slowly hummed back to life under Enel's lightning.
As the lights across the abandoned town stabilized, the Akatsuki regrouped near the center square. The once-silent island now buzzed faintly with Enel's electricity.
Nagato looked out over the restored settlement.
Nagato: "This place needs a name."
Kisame shrugged. "Anything's better than 'that rundown island.'"
Deidara smirked. "Make it something that gets the world's attention."
Nagato thought for a moment, then spoke
Nagato: "We cannot return to the Amegakure in our old world. So this will be its successor. Due to the constant rainfall."
The others looked up as he continued.
"From today on, this island is New Amegakure."
Konan smiled faintly. "A fitting name."
Enel crossed his arms. "Has a good ring to it."
The decision settled instantly.
New Amegakure was born.

Amegakure had transformed completely.
The island—once a forgotten, rain-drenched port town—was now a rising fortress city. Steel towers reached upward, walkways connected every district, and the constant rainfall now fell over a place buzzing with construction and activity. Nagato had reshaped the entire island to resemble the Amegakure of their original world.
They had manpower.Entire pirate crews who'd been "recruited" and quietly bound under Itachi's genjutsu worked tirelessly across the island—rebuilding structures, transporting materials, repairing the port, and sailing out to retrieve resources for further expansion.
Konan handled the external network. Thanks to her growing influence, she had established a stable chain of alliances across the underworld: Umit, Joker, and numerous brokers who moved forbidden cargo across the seas. And because the Akatsuki had already formed a partnership with Gild Tesoro months earlier, his massive wealth and logistical reach became one of their greatest assets. Through Tesoro, a steady stream of refined metals, reinforced tools, heavy machinery, and high-grade construction supplies arrived directly at their island.
Enel powered the entire city—literally. Nagato directed him to install electrical systems, and now Amegakure ran on constant, controlled lightning.
Little by little, tower by tower, shipment by shipment…
Amegakure had been rebuilt.
As things finally fell into place, Nagato was ready to give the Akatsuki more serious missions..
He summoned them all.

The rain outside hammered lightly against metal rooftops as every member gathered in the newly completed central tower. The meeting chamber was wide, reinforced, and dimly lit by thin blue electric lines Enel had installed into the walls.
One by one, the Akatsuki arrived.
Kisame leaned against the railing, Samehada resting beside him.Deidara sat cross-legged on a crate, clay pouch open.Sasori sat quietly in a corner.Kakuzu counted something under his breath.Hidan tapped his scythe impatiently.Konan took her place at Nagato's side.Itachi appeared silently behind the group, eyes lowered.Enel arrived last, descending from above in a crackle of lightning before taking his seat with an arrogant grin.
When they were all assembled, Nagato rose from his chair.
"Our foundation is complete. Amegakure now functions as our base, our stronghold, and our sanctuary. From this point onward, we begin true operations in this world."
The room went quiet.
Nagato continued.
"You will return to working in pairs, the same structure we used before as previously discussed."
He looked to Konan first.
"Konan will continue expanding the intelligence network. Any movement from the Marines, the World Government, or notable pirate factions must reach us immediately."
Konan nodded.
Nagato's gaze shifted to Enel.
"Enel. Your mastery of Armament Haki is progressing. Continue refining it until you can coat your entire body. I am also assigning you new responsibilities."
Enel raised a brow, intrigued.
"You will begin training Konan in haki. And you will continue developing your fruit, try to increase the output of lightning now that you've mastered the lightning cloak. Once you've managed that, me and you are going to destroy Marineford."
For a moment Enel was silent… then a slow, sharp grin spread across his face, eyes gleaming with anticipation.
Enel: "Heh… now that sounds entertaining. I'll make sure the next time the Marines hear thunder, they start praying."
His body pulsed with electricity as he leaned back, utterly confident.
Enel: "Leave it to me."
Nagato turned to the rest.
"Kisame and Itachi. You two will act as deterrents—our shadows. Any group that threatens our routes, our partners, or our shipments… you remove."
Kisame grinned. Itachi simply nodded.
Nagato: "Deidara. Sasori. Your targets are key Marine bases. Destroy them completely. Prioritize communication hubs, supply stations, and strategic outposts. Leave no structure standing."
Deidara's eyes lit up. "Now that's what I call art."
Sasori adjusted a puppet limb. "As long as I get to make new puppets."
Nagato didn't argue.
"Kakuzu and Hidan. Funding remains essential. You'll be sent to collect bounties, eliminate targets with high payouts, and secure revenue streams for Amegakure's expansion."
Kakuzu smirked. Hidan laughed.
Nagato finally sat back down, the rain intensifying behind him.
"This world does not yet understand what we are. But they will. Every mission you perform from this point forward will expand our reach. Amegakure will become a force the seas cannot ignore."
He raised his hand slightly.
Nagato: "Go. Your operations begin now."
And with that, the Akatsuki dispersed.
