Chapter 100 - Getting Material To build Sokovia

The overhead lights hummed softly in Nick Fury's office as he leaned back in his chair, his single eye fixed on Agent Phil Coulson, who stood across the desk with a tablet in hand.

"Coulson, did you get any clues after the investigation?" Fury's voice carried the weight of expectation.

Coulson nodded, his expression measured. "Yeah, there's some progress, but not much to go on." He swiped through the digital files. "After we started investigating in Norway, we located the source of the energy signature relatively easily. It was near a small town, remote enough that—"

"Get to the point," Fury interrupted.

"Right. The site is far from the town center, so no civilians witnessed the event directly. But the locals reported hearing loud noises and ground tremors on a specific date. Shortly after, snow began falling—unusual for the season. Within three to four hours, everything returned to normal." Coulson looked up from his tablet. "When they ventured out to investigate, they found the forest destroyed beyond measure. Complete devastation. Trees vaporized, ground scorched. But no debris, no bodies, nothing."

Fury's jaw tightened. "Nothing?"

"Not exactly nothing," Coulson continued. "We traced back further and found that a meteorite had landed in that area some time before the incident. More interesting—a man arrived around the same time. He'd been living with a local priest in town. Both the man and the priest disappeared after the incident. That's where our trail goes cold."

Fury processed this, his mind already running through scenarios. "A meteorite, a stranger, and an energy signature strong enough to register on our satellites. This wasn't random."

"No, sir. It wasn't."

Before Coulson could elaborate, hurried footsteps echoed in the corridor outside. A sharp, urgent knock interrupted them.

"Sir!" A junior agent burst through the door, his face flushed. "Something's happened. Tony Stark has revealed the arc reactor technology to the world."

Fury shot to his feet. "The fuck—"

The curse died on his lips as he grabbed his coat. "Coulson, continue the investigation in Norway. I want every rock in that forest turned over. And get me everything we have on that meteorite."

"Already on it, sir."

One level above Fury's office, in a space that exuded quiet authority, Alexander Pierce sat behind an expansive mahogany desk. The former head of SHIELD reviewed a thick document, his reading glasses perched on his nose. Across from him stood Brock Rumlow, arms crossed, his expression unreadable.

"Rumlow," Pierce said without looking up, "has the message from Strucker been verified?"

"Yes, sir." Rumlow shifted his weight. "The intelligence itself hasn't been fully confirmed yet, but all the supporting data checks out. It's legitimate."

Pierce removed his glasses and set them on the desk. "Go on."

HYDRA isn't what it used to be. "They we're dealing with now are multiple branches—separate organizations that share only a name and a history. Each branch operates independently under different leadership, pursuing different paths. They don't interfere with each other, but they don't cooperate either. Until now."

"But. Three months ago, Strucker started sending Them advanced technology—power sources, weapons designs, biological research. High-level stuff that would take them years to develop independently."

Nothing comes for free.

His demands came with the shipments.

"Somehow, Strucker has taken control of Sokovia. He's established a puppet government there and is using it as his base of operations. He wants to develop the nation, expand his power base while staying off the radar of the major world powers."

"And he needs resources to do that."

"Massive amounts of resources, sir. Money, materials, equipment. Things they can provide.

"Where Strucker focuses on experimentation—biological enhancements, weapons development—they built our strength in the political arena. They got the infrastructure, the connections, the reach. He's offering technology in exchange for the support he needs to build his empire in Sokovia."

"A mutually beneficial arrangement," Pierce mused.

"But that's not why Rumlow is here."

Rumlow's expression darkened. "One month ago, Strucker made an additional offer. He claims his scientists have perfected the super soldier serum."

"Without side effects, according to his message. He's willing to share the formula."

Pierce stood and walked to the floor-to-ceiling window overlooking the city. The lights of Washington D.C. glittered below like scattered diamonds. "Since Captain America emerged during World War II, every government on Earth has tried to recreate Erskine's work. The U.S. military, the Russians, the Chinese—billions spent, countless failed attempts. And now Strucker claims he's succeeded?"

"It raised red flags immediately," Rumlow agreed. "The timing, the offer—it seemed too convenient. But his demands explain the motivation."

"What does he want?"

"Everything." Rumlow pulled up a detailed breakdown on the tablet. "The resource commitment he's asking for is substantial enough to hollow out even a superpower like us if we're not careful. If we agree to his terms and don't manage the operation perfectly, the economic and political ripples could destabilize governments worldwide. It's a massive risk."

Pierce turned from the window, his eyes cold and calculating. "But if the serum is genuine?"

"Then it's worth any risk," Rumlow finished. "That's what I thought you'd say."

"Strucker is building something in Sokovia," Pierce said, returning to his desk. "A nation-state under his complete control, with advanced technology and eventually an army of enhanced soldiers. He's not thinking small."

"No, sir. But as long as our plans here proceed as scheduled—"

"Precisely." Pierce's smile was thin and predatory. "Let Strucker have his little kingdom in Eastern Europe. As long as our operations within SHIELD continue unimpeded, I don't care if he builds an empire. What matters is that we maintain control here, at the heart of global intelligence."

He picked up his phone and pressed a button. "Get me a secure line to Strucker's people."

Rumlow straightened. "You're accepting his terms?"

"With verification protocols in place, yes. Tell Strucker that we agree to his conditions. We'll provide the resources, the cover, the infrastructure he needs for Sokovia. In exchange, he delivers the serum and continues sharing his research."
