The heavy oak doors of the captain's quarters were closed tight and guarded by two trusted senior officers. Across the threshold, in an adjoining cabin safely out of earshot, two ship nurses kept watch over young Hiyori as she rested. Inside the main room, a dense, unyielding silence weighed on the gathered council.
The storm of Conqueror's Haki had passed, leaving behind the heavy scent of ozone and the low, rhythmic thrum of the sea against the hull. Gathered around the solid oak table sat Edward Newgate, Marco, Toki, Izo, and Giovanni. At the center, a secured Den Den Mushi linked to the ship of the Red-Haired Pirates sat with its eyelids drooping, projecting the gravelly, measured voice of Benn Beckman across the line.
"Kaido isn't waiting for us in the open," Beckman said, accompanied by the slow exhale of tobacco smoke. "Any fleet trying to climb Wano's waterfalls is exposed before it reaches the plateau. Force enough divisions through that entrance, and Orochi gets warning, time, and hostages. Kaido can keep fighting in the mountains while the country burns around him."
"We can force our way in," Marco said, his arms crossed tight over his chest, though his blue eyes remained analytical. "That isn't the problem. The people caught between us are."
"Exactly," Beckman replied smoothly. "Force four divisions into Wano and you aren't just fighting the Beast Pirates. You're fighting Orochi's network in every road, storehouse, and village. Orochi will put civilians between us and Kaido, and Kaido won't stop swinging to save them."
Izo sat with his fists clenched so hard on the table that his knuckles turned white, his body trembling beneath the weight of his torn loyalties. Fresh tracks cut through the traditional makeup on his face, his eyes burning with a raw, desperate heat.
"He boiled Oden-sama alive in the Flower Capital!" Izo's voice cracked, sharp and agonizing. "Then Kaido shot him while I sailed beneath another flag, telling myself he was safe! If we sit here while Kaido rules and Orochi wears Wano's crown, what does the mark on my back mean?!"
"Izo," Toki said gently.
She did not flinch from his rage. She reached across the polished oak and laid her hand flat over his white-knuckled fist, her steady voice holding the room still.
"Oden did not stand in boiling oil for an hour, holding his retainers above his head, so his home could become a graveyard," Toki stated. "If you march on Wano today, Kaido will bleed. But Hiyori will spend her childhood hiding from assassins, and when Momonosuke steps out of the light twenty years from now, he will find nothing left of his father's dream but cinder and bone."
Izo stared at Toki's hand. His chest heaved, a choked breath escaping his lips as the bitter truth pressed down on him. The urge to draw his flintlocks and drown Wano in Kaido's blood warred directly against the sacred charge left in his care.
Slowly, agonizingly, Izo's fingers uncurled. He lowered his head until his forehead nearly touched the wood.
"I want Kaido dead," Izo whispered, his voice thick with grief. "But not if Hiyori and Momonosuke pay for it. I choose them."
Giovanni stood by the wall, his frame braced against the bulkhead. His hand rested idly on the hilt of Ace.
"Revenge that kills the family isn't revenge," Giovanni said bluntly, his eyes fixing on the snail speaker, then turning toward Whitebeard. "It's just selfish relief. If we go now, we fight for our own anger. If we wait, we fight for Oden's promise."
A heavy silence settled over the room. On the desk, the Den Den Mushi quieted, Beckman leaving the floor entirely to the man sitting at the head of the table.
Edward Newgate leaned forward. The massive frame cast a towering shadow across the map of the New World spread before them. His yellow eyes were dark, carrying an old grief, but the chaotic rage that had split the sky had settled into stone-cold clarity.
"We do not march today," Whitebeard declared, his deep voice sounding like an iron toll through the timbers of the ship.
"Listen to me," Newgate rumbled, and the cabin obeyed. "Kaido thinks he has bought himself a kingdom with blood and treachery. He thinks the sea forgets. He is wrong. This is not forgiveness. This is not peace. Kaido's debt to Oden remains unpaid, and his name is written on a ledger that will be collected."
Whitebeard's gaze moved deliberately around the table, his eyes hardening as he laid down the final decree of secrecy.
"What was said about Momonosuke and the retainers does not leave this room," Newgate commanded, his voice leaving no room for doubt. "Outside these doors, the crew only needs to know that Toki and Hiyori are family. No one speaks of twenty years. No one sends a message without Marco's approval."
Beckman gave a quiet grunt through the Den Den Mushi. "The Red-Haired Pirateswill keep the same silence."
Toki lowered her head, some of the tension finally leaving her shoulders as Whitebeard looked down at her, his expression softening.
"When twenty years have passed, when Oden's son steps into the light to reclaim his home. The Whitebeard Pirates will be waiting," Newgate promised. "Ships, weapons, commanders, and every fleet that sails beneath my name will move at his back. Wano will have its freedom, and Kaido will answer for every drop of Oden's blood."
Whitebeard stood up, taking Murakumogiri as his massive presence filled the cabin. He walked out toward the double doors leading to the quarterdeck, throwing them wide open to face the division commanders and crew gathered in uneasy silence.
"All hands!" Whitebeard bellowed.
Walking out onto the quarterdeck, Whitebeard looked down at the hundreds of men upturning their faces toward him. He gestured for Toki to step forward, while Marco ushered young Hiyori from the side room to stand beside her mother.
"Hear this!" Whitebeard's voice boomed across the waters, carrying to every vanguard ship anchored in the surrounding bay. "Toki and Hiyori are not guests on this ship! They are not refugees, they are not bargaining pieces, and they are not burdens! They keep the Kozuki name, and from this day forward, they stand beneath my flag as family!"
He struck the butt of Murakumogiri against the deckboards, a sonorous THUD echoing through the vessel.
"Whoever touches them, touches me!" Whitebeard roared. "Whoever hunts them, hunts the Whitebeard Pirates!"
A roaring cheer erupted from the crew. The initial frustration and bloodlust of the deckhands melted into a protective pride. Vista raised his blades in salute, Jozu let out a booming laugh that shook his massive chest, and across the deck, hardened pirates shouted their loyalty to Oden's family. Hiyori buried her face in Toki's robes, tears of relief spilling over her cheeks as the crew's massive voices echoed over the sea.
As the commanders began dispersing to organize the fleet and clear the deck, Whitebeard turned his massive shoulders back toward the captain's quarters. He caught Giovanni's gaze near the doorframe.
"Giovanni," Whitebeard said, his deep voice cutting quietly through the noise of the celebration. "Stay behind. You and I have things to speak of."
