Opening his eyes, seeing Nail staring at him curiously, Turles shook his head. "I only have these two wishes."

So Turles directly gave up the final wish.

After telling the Grand Elder about Makaio's Namekians, Turles ignored Nail's request to challenge him and directly left Namek.
