The leader of a terrorist organization attacking the President's plane and hijacking the President, this matter is actually not complicated.
"Sir, the Ten Rings organization has actually recruited some enhanced individuals, which we were unaware of," Black Widow interjected at this point.

"Pepper herself wouldn't be a target for someone like the Mandarin. I suspect the Mandarin's real target is still Stark."
Black Widow added seriously, "He kidnapped Pepper probably to threaten Stark."
