Level X means an ability that can't be upgraded, because of it being a racial ability (e.g. superhuman body, not to be confused with personal racial abilities, like controlling something)
Level MAX means that the ability or skill simply can't get stronger. It's like when you are a native speaker of a certain language, while studying it for multiple years at university and being a famous researcher of it. You can basically decide contradictions between people just because you are the highest authority in the subject.
