The Hokage & the council looks worriedly at the reports across his table
" Hiruzen , just what's going on with Ino-Shika-Cho "
" Not just them , there is also Aburame , Inuzuka and other clans "
Hearing the elders concern , Hiruzen smokes his pipe while remembering his last Almost fallout with Nara and Yamanaka clan head , The meeting have still been going on .
They still came to the meeting , when the hokage ordered and they also did all their role's too but something was always off , The Hokage's thought gets interrupted
" The other clans seems to have united , Even The Hyuga Clan "

The Hokage fully understands their panic , and also the cause of his recent headaches during these times

The whole Military might of a village is consists of 60-70% Genin , 20-25% Chunin and Only 5% of Jonins , And in this Military might , the main powerholders are always the Big Clans , Small clans and families of these Jonin and Chunin.
Against a Single Clan or a single individual , it's a overwhelming force that will protect the village but against their own united clans This is

Looking At Homura who finally connected the dots and the look of understanding on his face , Sarutobi takes a deep drag from his pipe

Seeing Koharu's puzzlement , The Third Hokage looks toward his other friend and signals him with his eyes
( Koharu always have trouble with political thinking )
Homura looks at his friend and speaks up

reading the latest reports of the Jinchuriki , The Hokage eyes sharpens at an unexpected part , especially at the so called Birthday Party and 'invitation letter'.

Seeing the decisiveness and the finality in their friend's and Hokage's voice , both the Elders decided to leave. The Hokage reads the report silently and asks

The Hokage feels the headache coming again

And so the Hokage approached and stalked Jinchuriki and his Grandson for the whole afternoon.
He saw him wondering with the kid .
He saw him trying new clothes .
He saw the excitement behind those eyes.

Seeing Naruto heading back to his apatment , The Hokage decided to visit him and probe naruto's thoughts .
Just when Naruto was approaching his apartment building , The Hokage notices the Yamanaka's little girl's chakra and
" UZUMAKI NARUTO IS NOT A DEMON-FOX"
The Hokage gets surprised at the girl , who is shouting on top of her lungs ,in the middle of the village . But What draws his attention after the little girl ran away was the Reaction of his Grandson.
Following him and The Hokage's heart filled with guilt and finally trembles when The Hokage hears and sees

The Hokage walks back to his office just as blankely as his Grandson . The Hokage still remembered his Grandson's face when looking at the sky , and the sniffles that he heard from outside of his apartment.
Despite seeing the kid crying with tears , The Hokage's thoughts were different
( Naruto is very strong child ..............Minato , Kushina forgive me )
The Hokage sits on his seat wearily and somehow remebers his subordinates reproach
[ You Either treat him as The Jinchuriki ' Village's weapon' or treat him as The Fourth Hokage's legacy ]
The Hokage burdened with village safety , wary of foreign villages , all the shinobi's of this village and now not just Jinchuriki but also his Grandson .
The Hokage once again felt the burden of it All
