Chapter 38 - Chapter 38 — The Road to Mondstadt and the Spark of Industry

The meeting had ended, but the room still hummed with the energy of everyone's ambitions. Liyue was changing—fast. And every leader in this room felt it.

Outside, the roar of the harbor blended with the distant clang of construction tools. Car prototypes clattered down the streets under Qianyan Army supervision. Merchants argued happily over rumors of "mechanical wagons." Children ran around pretending to drive invisible cars.

The industrial revolution had begun.

Takumi stretched his arms and sighed. "Alright, let's go point by point. There's still a mountain of work."

Klee imitated him, raising her tiny arms. "Mountain of work!"

Ganyu smiled at her softness, while Keqing tried not to laugh.

1. Liyue's Population Crisis — Why the Road Matters

Takumi pointed to the map laid out on the conference table.

"Here. Look at these areas."

Most of Liyue was mountains and plains. Yet only two places had real populations:

Liyue Harbor, where 90% of the citizens now crowded…

and Qingce Village, where only the elderly and children remained.

Ganyu's expression dimmed. "It's true. The villages along the mountains have slowly emptied. Many are ghost towns now."

Keqing added, "Young people chase opportunity in the harbor. If we don't intervene, rural areas will disappear entirely."

Ningguang tapped her fan. "Which will lead to food shortages. Qingce's agricultural decline is becoming dangerous."

Yanfei adjusted her glasses. "And property laws in abandoned villages will get messy. I'll need to take precautions before families start arguing over farmland rights."

Takumi nodded. "Exactly. That's why improving Stone Gate and connecting Mondstadt is critical. Trade will flow. Tourism will grow. Qingce Village will revive."

Klee raised her hand like a student. "Does that mean more food stalls?"

Takumi nodded. "Yes, sparkling new ones. With fried fish. And rice cakes."

Klee pumped her fist. "Klee approves!"

2. Mondstadt's Road — The Problem of… Mondstadters

Ningguang raised the topic again. "Mondstadt has formally requested the road. Jean offered manpower and funds."

Takumi rubbed his temple.

"Tell Jean we appreciate it, but for construction? Use Liyue workers only."

Keqing blinked. "Is Mondstadt's quality control that bad?"

Takumi didn't even sugarcoat it.

"They rely on the Knights for everything. Lost cat? Find the Knights. Lost dog? Knights. A bag of carrots stolen by a boar? Knights again."

Klee gasped. "He's right! Captain Jean is so busy!"

Yanfei snorted softly. "Even Eula mentioned that half the people throw responsibility at the Knights. It's… a Mondstadt tradition."

Ganyu looked troubled. "Then… Mondstadt's workers really might not help much."

Takumi nodded firmly.

"We'll accept Mondstadt's funds, not their workforce. Otherwise the road will be finished in the year 10,000."

Everyone nodded.

Ningguang immediately noted it down.

3. Electricity — The Spark of a New Era

Takumi placed a light bulb and copper wire on the table.

"Next, electricity."

Everyone leaned forward.

Takumi gestured. "Keqing."

Keqing gently channeled a small burst of Electro into the wire.

PZZZT—

The bulb flickered to life, glowing warm gold.

The entire room fell silent in awe.

Only Klee whispered, "It's like a tiny sun…"

Takumi explained:

"With electricity, Liyue becomes a city that never sleeps. We remove kerosene lanterns—they smell awful and pollute the air. Electric lighting is clean, bright, and efficient."

Ningguang nodded thoughtfully. "This will transform night markets… and the Jade Chamber's night operations."

Takumi continued, "We can use heated coils for cooking. In fact, heaters, fans, appliances — this is the start of Liyue's electronics industry."

Yanfei scribbled notes. "We'll need new safety laws. Electric burns, wire regulations, shock hazards—this is all brand new."

Takumi added:

"This is where the system blueprint engine helps. I can calculate wire load, safe current levels, and material weaknesses. I'll transfer the design outputs, but the engine remains with me."

Ningguang accepted this. "A reasonable arrangement."

4. Electro Crystals — The Key Material

Ningguang asked the key question:

"What materials do we need for mass electrification?"

Takumi lifted an Electro Crystal.

"This."

Ganyu recognized it immediately. "Isn't this unstable?"

"Yes. Fragile. Explosive in heat. Shocks people randomly. But it's the best battery material for now. A power station will produce electricity, and Electro Crystals will store it."

Ningguang tapped her fan thoughtfully.

"Inazuma has most of the supply."

Takumi raised an eyebrow. "But Inazuma is locked down."

"Heh." Ningguang smiled.

"Beidou will bring them."

Everyone nodded. Problem solved.

5. Cars for Officials and Millelith — The New Fleet

"Now," Ningguang said, "I want Liyue officials to learn driving. And we need larger vehicles for the Millelith."

Takumi nodded.

"I'm working on it. Transport trucks, emergency vehicles…"

"…fire engines eventually."

The Qianyan guards outside had only been using small training cars. Now the real work would begin.

Takumi smirked at Ningguang.

"I'll teach you to drive. But if you hit anyone…"

He pointed at Yanfei.

"She will send you to jail. Long-term."

Ningguang rolled her eyes.

"Please. I value my life. And my Mora."

Yanfei laughed. "The law is the law."

6. Blueprint Technology — Quietly Upgrading Liyue

As the others planned, Takumi focused inward.

His system interface flickered:

[SYSTEM] Blueprint Module Lv. 3 → Lv. 4

Upgrades unlocked:

• City Power Grid Simulator

• Heavy Machinery Auto-CAD Mode

• Transportation Flow Predictor

• Industrial Production Efficiency Calculator

Recommended task: Optimum layout for Stone Gate Transfer Hub.

Takumi hid a satisfied smile.

Everything was accelerating now.

Every blueprint brought Liyue one step closer to modern industry.

Electronics. Agriculture. Food processing. Entertainment. Infrastructure.

Soon—

Liyue would be the first industrial empire of Teyvat.

7. Next Steps — Assignments Before the Road Project Begins

Takumi spoke to her last.

"Klee, before we go to Stone Gate, you need to practice precise explosions."

Klee raised her arm like a soldier.

"Yes sir! Klee will make small explosions! The tiniest explosions ever!"

Everyone in the room collectively tensed.

8. Comedy Break — Zhongli the Broke Archon Part 2

While the final scrolls were being signed, Klee tugged Zhongli's sleeve.

"Mr. Zhongli… Brother Takumi said the Anemo Archon is an alcoholic."

Zhongli paused.

Looked at Takumi.

Sighed like a disappointed grandfather.

"…Unfortunately, he is not entirely wrong."

Klee gasped loudly.

"Does he also wear white stockings?!"

Zhongli stared at Takumi again.

"…That part is… also not incorrect."

Keqing nearly choked on her tea.

Ningguang pinched the bridge of her nose.

Yanfei looked like she was taking notes for a potential Archon-defamation case.

Even Ganyu coughed delicately.

Takumi sat back, smug.

"See? Truth comes from authority."

Zhongli sighed deeper.

9. Preparing to Leave

Finally, Ningguang stood.

"I'll summon Jean. With luck, Mondstadt will cooperate swiftly."

Yanfei gathered her scrolls.

"I'll draft the preliminary laws tonight."

Ganyu organized her files.

"I'll prepare the logistics for Stone Gate."

Keqing cracked her knuckles.

"Driving school begins tomorrow."

Zhongli prepared to leave for the bridge reinforcement.

And Klee?

Klee swung her backpack of explosives over her shoulder and saluted.

"When do we blow up the mountain?"

Takumi exhaled.

"Soon. We'll inspect the site first. Then we go boom."

"Yay!"

10. The First Sign of Trouble — Mora and More Problems

As the room emptied, Takumi caught Ningguang's eye.

"We're going to run into budget issues soon, aren't we?"

Ningguang didn't deny it.

"Industrialization requires massive upfront investment. Even with the Jade Chamber's funds, we'll face strain. Liyue will handle it—carefully. But prepare."

Takumi nodded slowly.

The coming budget crisis… It had begun.

But he wasn't worried.

Because for the first time—

All of Liyue was moving forward together.

And the revolution had only just started.
