This is definitely Shadow Lugia, there's no doubt about it.

Damian watches the reconciliation of Miki, Zuki, and Lugia's mother; he is quietly touched too.

In any case, this world is blessed to have Pokémon like this.

"I'm here. What is it, Lugia?"
