Sarnav didn't have an answer for that.
They stood in silence for a while, watching the smoke rise over the ruined city. Eventually, Tan spoke again.
"What's the plan?"
"Plan?"
"You're the one running things now, right? You and your mother. So what's the plan? We can't stay in that basement forever."
It was a fair question. The courthouse basement was a temporary shelter at best. Limited supplies, no real defenses, too many people crammed into too small a space. They needed something better.
"First priority is reconnaissance," Sarnav said, thinking out loud. "We need to know what's out there. Which areas are safe, which are dangerous. Where we can find food, water, medical supplies."

"You got it." Tan headed back inside, leaving Sarnav alone with his thoughts.

Sarnav took the cup gratefully. The liquid inside was weak and slightly burnt-tasting, but she was right. It was warm. That counted for something.

They stood together, drinking their not-quite-coffee, watching the ruined city come to life in the morning light. Survivors were emerging from other buildings now, small groups of people picking through the debris, calling out for others, trying to make sense of what had happened.
"I need to do something," Sarnav said eventually. "Something related to my abilities. It'll take about thirty minutes, and I'll be... vulnerable during that time."

The basement had changed in the time he'd been gone.

"Alright," Sarnav said, getting their attention. "I know most of you don't know me. I know some of you probably don't trust me. That's fine. Trust takes time, and we haven't had much of that."
"What do you want?" Marcus asked, arms crossed. His posture was challenging but not hostile. Testing, more than threatening.
"I want to survive. Same as all of you. And I think we've got a better chance of doing that together than apart." Sarnav paused, letting that sink in. "Right now, we're a collection of strangers hiding in a basement. That's not going to work long-term. We need to become something more."
"Like what?"
"Like a faction. An organization. A group with structure, purpose, and the strength to hold territory and protect our people."
"And you're in charge of this faction?" Marcus's tone was skeptical.
"Someone has to be. I'm open to suggestions if you've got someone better."
Silence. Marcus held his gaze for a long moment, then snorted. "You've got balls, I'll give you that. Same thing Tan said earlier."
