The Conference Room
The medical ninja proposal had passed, but the atmosphere in the chamber remained unsettled. The vote had shifted something fundamental—a realignment of invisible forces that everyone could feel but no one could name. The council continued its deliberations, moving through agenda items with mechanical efficiency, but the undercurrent of tension never dissipated.
Danzō sat beside Sarutobi Hiruzen like a wronged daughter-in-law at a family gathering. His face was a mask of cold composure, but the resentment radiated from him in waves. Every time he had opened his mouth today, he had been contradicted. Every time he had pushed, he had been pushed back. The Half-Sleeve had gone to Sakumo. The Scroll of Seals had gone to Minato. Tsunade's medical proposal had passed over his explicit objections.
He should not have come to this meeting. It had nothing to do with him. The rewards were not his. The decisions went against him. His opinions were dismissed or, worse, publicly shredded by a boy young enough to be his grandson.
This is the next generation of Konoha? he thought bitterly. No respect for their elders. No deference to experience. This is what the Will of Fire has become.
"Regarding the Nine-Tails Jinchūriki transfer the day after tomorrow," Mitokado Homura said, his gaunt face solemn, "have the arrangements been finalized, Lord Hokage?"
"This matter is of the utmost urgency. We cannot allow any harm to befall that person." Utatane Koharu's voice was sharp, carrying the particular edge of someone who understood exactly how catastrophic a failure would be.
"I am aware," Hiruzen replied. "ANBU will secure the entire perimeter. Every approach will be blocked. No suspicious individuals will be permitted within a thousand meters of the ceremony site. The sealing must proceed without interference."
"Nine-Tails..." Orochimaru's golden eyes gleamed with sudden, intense interest. His mind was already working—the biological implications, the chakra dynamics, the possibilities. A Tailed Beast transfer was a rare event. The data alone would be invaluable.
"Ye Chen." Hiruzen turned to face him directly. "You were previously appointed as a Special ANBU operative with authority equivalent to a squad captain. I am formally requesting your participation in the transfer ceremony. Your presence will ensure the sealing proceeds without incident."
Ragnar inclined his head. "Understood."
He did not need the Hokage to ask. He would be there regardless—watching, protecting, ensuring that nothing and no one interfered with Kushina's transformation. The Nine-Tails was too powerful, the ritual too delicate. If anything went wrong, the consequences would be catastrophic.
Hiruzen allowed himself a small, private exhale of relief. With Ragnar present, the odds of success increased dramatically. Whatever else could be said about the boy—and there was much—his commitment to Kushina was absolute. That bond was worth more than a battalion of ANBU.
The discussion of the Nine-Tails was brief. Assignments were made. Contingencies were outlined. The matter was settled with the quiet efficiency of professionals who understood the stakes.
Other topics followed. Budget allocations. Infrastructure projects. Diplomatic postures toward the other great nations. Ragnar listened with half an ear, his attention drifting. Politics. Administration. The grinding machinery of governance. It held no interest for him.
Until the final agenda item.
"Since the First Hokage's passing," Danzō said, his voice carefully neutral, "the Senju clan has produced no Wood Release users. I believe it is time to revive the Wood Release Development Program."
The chamber went quiet.
Wood Release. The legendary bloodline limit of Hashirama Senju. The power that had pacified the Warring States Period. The technique that had subdued the Nine-Tails and built the foundations of Konoha itself. In the hands of the First Hokage, it had been the ultimate expression of shinobi might—a force so overwhelming that the entire world had bent its knee.
And it had died with him.
For decades, Konoha had searched for a way to resurrect it. Experiments had been conducted. Failures had been buried. The dream of reclaiming Hashirama's power had never truly faded—it had merely gone dormant, waiting for someone with the will to pursue it.
Sarutobi Hiruzen's expression grew heavy. "Wood Release."
He knew what this meant. Human experimentation. The harvesting of genetic material. The kind of research that could not be conducted in the light. The kind of methods that Danzō specialized in.
"Tsunade. What is your perspective on this matter?"
Tsunade's face was unreadable. The Senju bloodline ran in her veins, but Wood Release had not manifested in her. It had not manifested in anyone since her grandfather. The weight of that absence pressed on her—the unspoken question of whether the clan's decline was somehow her fault.
"If the program is revived," she said slowly, "I request that all participation be voluntary. Human experimentation must not be conducted without consent. We cannot betray the principles this village was founded on in pursuit of power."
Her voice was steady, but there was a loneliness beneath it. Not being able to awaken Wood Release had shaped her in ways she rarely acknowledged. Compared to her grandfather's legend, her own achievements felt... insufficient. Unworthy.
"Of course," Hiruzen agreed. "Konoha has never forced its people to participate in research against their will. That principle will not change."
The unspoken addendum hung in the air: No matter what Danzō might prefer.
The meeting adjourned shortly after. The council members filed out in small groups, their voices low, their expressions guarded. The political landscape of Konoha had shifted today, and everyone was still adjusting to the new terrain.
Outside the Hokage Building
The afternoon sun had softened to a gentle gold by the time Ragnar and Tsunade emerged from the building. The streets of Konoha were returning to their normal rhythm—merchants hawking wares, children chasing each other through the alleys, shinobi striding purposefully toward their next assignment. The tension of the morning's meeting had not touched the civilian world. Life went on.
"Oi! Tsunade! Ye Chen!"
Jiraiya bounded toward them with the enthusiasm of an overgrown puppy, his white mane bouncing with each step. He threw an arm around Tsunade's shoulders with the casual familiarity of someone who had been punched for exactly this behavior hundreds of times and had learned absolutely nothing from the experience.
"Let's go drinking! We need to celebrate! The war's over, we're all alive, and—"
Tsunade's fist connected with the top of his skull. There was a sound like a hammer striking a melon. Jiraiya's upper body disappeared into the dirt, his legs kicking uselessly in the air.
"Idiot," Orochimaru muttered, stepping carefully around the Jiraiya-shaped hole in the ground. He maintained a prudent distance from Tsunade. Some lessons only needed to be taught once.
But Jiraiya, as always, was immune to permanent damage. His body convulsed like a carp flipping out of water, and he yanked his head free from the earth with a spray of soil and grass. He scrambled to his feet, brushed dirt from his sleeves, and grinned as if nothing had happened.
"He's resilient," Ragnar observed. "I'll give him that."
"Minato! Don't you dare sneak off!" Jiraiya waved frantically at the blonde figure attempting to discreetly exit the scene. "We're all going for drinks! Teacher's orders!"
Namikaze Minato froze mid-step. He turned back with an expression of polite, long-suffering resignation. "Teacher Jiraiya, I actually have some matters to attend to..."
"Nothing is more important than a drink between master and student! And look who's here—Lady Tsunade, Lord Orochimaru, Ye Chen! This is a once-in-a-lifetime opportunity, Minato! If you have questions about your training, you can ask the strongest shinobi in the village! You're practically stealing knowledge just by sitting at the same table!"
Jiraiya's expression suggested he was offering Minato the deal of a lifetime. To be fair, he was not entirely wrong. The gathering of Konoha's most legendary shinobi was not an everyday occurrence.
Minato hesitated. He had planned to meet Miko this evening—she was waiting for him, probably already wondering where he was. But his teacher had spoken. And the opportunity to learn from the Sannin and from Rakshasa himself...
He nodded. "I would be honored."
"What a good student Minato is," Tsunade said, casting a pointed look at Jiraiya. "Don't learn bad habits from your teacher."
"Minato's talent is exceptional," Orochimaru added, his golden eyes studying the young shinobi with genuine interest. "With access to the Scroll of Seals, he will develop into a formidable ninja. Perhaps even a candidate for future Hokage."
In this generation, aside from the anomaly that was Ragnar, Namikaze Minato stood at the pinnacle. Even the Hyūga twins—Hiashi and Hizashi, who had recently graduated from the Academy—could not match him. Under equal conditions, Minato had already fought in a world war and distinguished himself. The third war, should it come, would be his stage.
"The two seniors overpraise me," Minato said, rubbing the back of his neck. "I still have far to go."
"Minato." Ragnar's voice was quiet but firm. "Don't be humble. You are a genius. Your talent surpasses ninety-nine percent of all shinobi. Believe in yourself. You will shake the world one day."
The words carried a weight that surprised everyone present. Ragnar did not offer praise lightly. Coming from him, the statement was not mere encouragement—it was prophecy.
Minato's cheeks flushed. "Ye Chen-kun... thank you."
"Hahaha! That's my student!" Jiraiya threw his arm around Minato's shoulders, his grin threatening to split his face. "Tonight's drinks are on me! Let's celebrate!"
The Hatake Residence
Hatake Sakumo walked home with the Half-Sleeve gleaming on his arm.
The village streets blurred past him. He did not see the merchants or the children or the shinobi who nodded in respect as he passed. His mind was elsewhere—on his wife, on his son, on the honor that had been bestowed upon him and what it meant for their future. The Half-Sleeve was more than a piece of fabric. It was a promise. A responsibility. A chain that bound him to the village's future.
But right now, it was also a gift. Something to share.
He rounded the corner to his street and stopped.
Little Kakashi was sitting on the threshold of their home, his small chin propped on his hands, his silver hair catching the afternoon light. He looked deep in thought—or as deep in thought as a three-year-old could look. Perhaps contemplating the nature of existence. Perhaps wondering what was for dinner.
"Kakashi!"
Sakumo's voice carried across the distance, bright with excitement. He waved his arm—the arm that bore the Half-Sleeve—and the fabric caught the sunlight, the crimson flame pattern blazing like a beacon.
Kakashi looked up.
His father was walking toward him, and for a moment, it seemed as though the light itself was bending around Sakumo's silhouette. The Half-Sleeve shone. The white fabric glowed. The flame pattern seemed to dance in the golden afternoon light.
Kakashi's small mouth fell open.
Father...
He did not fully understand what the Half-Sleeve meant. He was too young to grasp the politics, the significance, the weight of history that rested on that small piece of cloth. But he understood that his father was happy. He understood that something important had happened. And he understood—with the pure, unfiltered clarity of a child's heart—that the man walking toward him was a hero.
The image of his father bathed in light, the crimson flame blazing on his sleeve, would remain etched in Kakashi's memory for the rest of his life. It would be the image he recalled when he thought of honor. Of duty. Of what it meant to be a shinobi.
It would be the image that sustained him through the dark years to come.
"Father..." Kakashi whispered.
And for the first time that day, Hatake Sakumo's smile was completely, utterly unguarded.
