Even if Mori Shiraishi caused enough outrage for the Five Great Shinobi Nations to unite and eradicate the heretics, they would at most flatten the Jashin Religion headquarters and destroy the statue and Blood Pool. They couldn't possibly find the main body thousands of miles away.
