The intelligence report lands on my desk with damning finality. Forty pages documenting what I've suspected for months but couldn't prove—Death Watch has transformed from irritating insurgent faction into existential military threat.

"Your Grace," Prime Minister Almec begins formally despite our long personal relationship. "The analysis is comprehensive. Death Watch military capability has increased exponentially over the past four months."

I flip through pages showing equipment inventories, force disposition assessments, technological superiority analyses. Every metric points toward same conclusion: my pacifist government cannot defeat militant insurgents who somehow acquired technology decades beyond galactic standard.

"This supplier." I trace finger across name appearing throughout report. "Kade Varro. We have confirmation he's sourcing this equipment?"

"Royal Intelligence confirms with ninety-seven percent certainty. Multiple independent observations place him at Death Watch facilities on Concordia. Transport manifests show regular deliveries. Financial transfers indicate massive payments from Death Watch leadership to accounts traced to his operation."

"And his background?"

"Republic fugitive. Wanted for weapons trafficking, enabling terrorist activities, suspected involvement in Senate bombing via equipment supplied to perpetrators. Jedi Order has active investigation. Captain Rex of 501st Legion flagged him as person of interest."

I set report down carefully. Years of diplomatic training prevent visible reaction but internally I'm calculating rapidly. Death Watch is dangerous. But Death Watch with advanced military supplier is catastrophic.

"What specifically have they acquired?"

Almec activates holographic display. "Halo Pelican dropship capable of rapid troop deployment anywhere on Mandalore—our police forces have no counter. Advanced weapons significantly more effective than standard blasters. Body armor that provides superior protection. Intelligence suggests he's supplied over 2,000 individual weapons, hundreds of armor suits, and multiple vehicles."

The Pelican—I remember Republic intelligence briefing about its orbital delivery six weeks ago. Massive energy signature detected by multiple sensor networks. Technology that shouldn't exist appearing from nowhere through spatial manipulation no one understands.

"How is this possible? Where is he sourcing technology that exceeds current galactic manufacturing by this margin?"

"Unknown. Multiple intelligence services cannot determine his supply chain. Theories range from hidden factory to alien technology to..." Almec hesitates.

"To what?"

"Some analysts suggest technology that violates known physics. Dimensional manipulation. Interdimensional trade networks. These are fringe theories lacking supporting evidence, but conventional explanations have failed."

Interdimensional trade. The absurdity would be laughable except technology appearing from impossible portals makes conventional impossibility questionable.

"Death Watch strength assessment?"

"Current numerical strength: approximately 800 active fighters with another 1,500 reserves. Recruitment has doubled due to equipment superiority attracting warriors who previously remained neutral. Operational capability: they can conduct simultaneous multi-site operations across Mandalore. Defensive capability: our police forces cannot penetrate their Concordia fortifications without unacceptable casualties."

I stand, walking to windows overlooking Sundari's peaceful architecture. City I've built representing Mandalore's pacifist future. City that might fall because I chose philosophy over military preparedness.

"Can we defeat them militarily?"

"Not with current resources. Police forces are trained for peacekeeping, not warfare. Death Watch consists of professional warriors with superior equipment and defensive positions. Military confrontation favors them overwhelmingly."

"Then we need Republic assistance."

Almec's expression suggests he anticipated this conclusion and dreads it. "Your Grace, requesting Republic military intervention validates Death Watch propaganda calling you 'Republic puppet.' Your political position is already fragile."

"My political position becomes irrelevant if Death Watch conquers Sundari and establishes martial government." I return to desk, activating encrypted communications array. "Contact Jedi Master Kenobi. Personal channel."

The hologram stabilizes showing Obi-Wan Kenobi aboard Republic cruiser somewhere in Core Worlds. His expression is professionally neutral but eyes show recognition of what my contact implies.

"Duchess Satine. Unexpected pleasure."

"Master Kenobi. I require Republic assistance with internal security matter that's escalated beyond Mandalore's capacity to resolve independently."

His composure doesn't shift but something in his posture becomes more attentive. "Explain the situation."

"Death Watch insurgency has acquired military equipment decades ahead of current galactic technology. Supplier named Kade Varro provides them with capabilities my government cannot counter. Intelligence indicates he's Republic fugitive already under Jedi investigation."

"We're aware of Varro. He's elusive and well-protected."

"He operates from Concordia under Death Watch protection. I need Republic intervention to remove him and cut off Death Watch's supply chain."

Long pause. Obi-Wan is calculating political implications with same diplomatic training I employed earlier. "Duchess, direct military intervention in Mandalore's civil conflict requires Senate authorization. Given current war situation, Senate is unlikely to deploy forces to neutral world's internal dispute."

"Then authorize extraction of Republic fugitive. You have legal jurisdiction to arrest Varro on Republic authority regardless of location."

"Technically correct. Practically problematic—extracting him from Death Watch protection requires military force. That triggers the conflict we're trying to avoid."

Frustration bleeds through carefully maintained composure. "So Republic policy is allowing fugitive to arm terrorists because extraction is inconvenient?"

"Republic policy is avoiding military operations that trigger broader conflicts during galactic war. Mandalore's neutrality is strategically valuable. Intervention risks destabilizing neutral world and potentially driving you toward Separatist alignment."

"I would never align with Separatists."

"Politically, your opposition wouldn't hesitate. If Republic intervention is seen as violating Mandalore's sovereignty, factions currently neutral might ally with Separatists defensively. That outcome serves no one's interests."

The logic is sound and infuriating. I'm trapped between militant opposition I cannot defeat and Republic alliance that cannot help without creating worse problems.

"Then what do you suggest?" My voice carries edge despite diplomatic training. "Watch Death Watch grow stronger until they overthrow my government through military superiority?"

Obi-Wan's expression softens slightly—genuine concern breaking through diplomatic facade. "I suggest focusing on the supplier rather than requesting military intervention. Varro is businessman motivated by profit. What can you offer that Death Watch cannot?"

"What could I possibly offer that makes him switch sides?"

"Legitimacy. Legal business permits. Republic amnesty coordinated through Senate channels. Most importantly—survival beyond temporary alliance with insurgent faction that will either win and no longer need him, or lose and be unable to protect him."

The suggestion is strategically sound. But it requires negotiating with war profiteer whose weapons enabled deaths of government officials I appointed personally.

"You're proposing I negotiate with terrorist supplier."

"I'm proposing you convert terrorist supplier into government asset through incentives he cannot refuse. Idealistic? No. Pragmatic given constraints? Yes."

Almec interjects: "Your Grace, Master Kenobi's suggestion has merit. Varro is mercenary without ideological commitment. He supplies Death Watch because they pay and protect him. If we offer superior payment and protection through legal channels, his loyalty shifts accordingly."

"Loyalty bought with credits isn't loyalty. It's temporary purchase."

"Which is all you need—temporary removal of Death Watch's supply advantage while building conventional military capability to counter them."

I consider implications. Negotiating with Varro means abandoning certain principles about not dealing with criminals. But governing sometimes requires compromises between principles and practical necessity.

"Contact Varro through neutral intermediary. Offer him the following: full Republic amnesty coordinated through Senate channels I'll personally facilitate, legal business permits for arms dealing within regulated markets, and protection through Mandalore government resources including relocation to Sundari under royal security."

"In exchange for?" Almec asks.

"Terminating Death Watch supply arrangement and providing intelligence on their operations, force disposition, and leadership."

Obi-Wan's hologram projects skepticism. "He might refuse. Death Watch relationship provides substantial benefits—secure base, integration into community via personal relationships, ongoing high-volume contracts."

"Then we make offer he cannot refuse economically. How much has Death Watch paid him?"

Almec reviews financial intelligence. "Estimated 3.5 to 4 million credits over four months."

"Offer him 2 million upfront for switching sides, plus ongoing contracts at premium rates. Total five-year arrangement worth 12 million credits."

Obi-Wan's expression shifts to something approaching approval. "That's substantial offer. Might work if presented correctly."

"Then present it correctly. Use whatever channels necessary. I want response within one week."

After Obi-Wan's hologram disconnects, I'm alone with Almec and mounting frustration at situation's absurdity. I'm duchess of warrior planet, forced into pacifist philosophy to prevent self-destruction, now negotiating with criminal supplier because militant opposition has superior weapons.

"Your Grace, you're considering abandoning principles that defined your administration."

"I'm considering survival over ideological purity. If dealing with one war profiteer prevents broader conflict, that's acceptable compromise."

"Death Watch will view this as escalation. Attempting to steal their supplier creates additional grievances."

"They've been escalating for months. This is responding proportionally using tools available. Besides..." I pull up intelligence file on Pre Vizsla. "Vizsla is pragmatic. If his supplier chooses government over insurgency for purely economic reasons, he might accept as business decision rather than personal betrayal."

"That's optimistic assessment."

"I'm duchess of planet whose martial culture I'm trying to reform. Optimism is occupational requirement."

Almec almost smiles. "What if Varro refuses? We've exposed our desperation without gaining asset."

"Then we've learned he's more committed to Death Watch than economic incentives suggest, which is valuable intelligence for future planning."

"And if he accepts but Death Watch retaliates against him?"

"We protect him with full government resources. Royal Guard, secure facilities, extraction if necessary. He becomes government asset worth defending."

Almec finalizes communication protocols for neutral intermediary contact. I return to window overlooking city built on pacifist principles that might crumble because I refused to maintain military capability sufficient for self-defense.

The irony is bitter. My philosophy was meant to prevent violence. Instead it's created power vacuum that attracts violence from those who reject pacifism entirely.

"One week for response," I tell Almec. "Meanwhile, begin contingency planning for if he refuses. We need military options even if they're all terrible."

"Understood, Your Grace."

After he leaves, I contact Obi-Wan again on personal rather than official channel. His hologram appears more relaxed—the diplomatic facade dropped slightly.

"Satine."

"Obi-Wan. Personal question separate from official discussion—do you think this supplier can be turned?"

"Honestly? Unknown. He's pragmatic enough that financial incentive might work. But he's also established personal relationships on Concordia. My intelligence suggests romantic involvement with Death Watch lieutenant Bo-Katan Kryze. That complicates pure economic calculation."

"He's romantically involved with Pre Vizsla's inner circle?"

"Apparently. Makes loyalty more complex than simple credits-for-allegiance exchange."

Another complication. Converting supplier who's emotionally attached to Death Watch leadership is significantly harder than converting pure mercenary.

"Then offer becomes more complex. We're asking him to choose between wealth and relationship."

"Correct. Which is why I'm skeptical he'll accept. But offer is worth making—forces him to consciously choose Death Watch over government option. That's valuable intelligence regardless of decision."

"Agreed. Thank you for honest assessment."

"Satine..." He hesitates. "Be careful. This supplier is catalyst for larger destabilization. Multiple factions want him, including Shadow Collective. Creating bidding war over his services might trigger violence beyond your ability to contain."

"Noted. But doing nothing while Death Watch grows stronger guarantees eventual violence. At least this offers chance of resolution."

After disconnecting, I'm alone with reports documenting how merchant with interdimensional technology changed Mandalore's balance of power by supplying one side with weapons I cannot counter.

The political situation is deteriorating toward inevitable conflict. The question is whether I can turn key variable—the supplier himself—before that conflict becomes war I cannot win.

One week to find out whether Kade Varro values credits over loyalty, whether my pragmatism can overcome my principles, and whether Mandalore survives my leadership.

Forward into uncertainty because that's all governance offers during crisis.
