There was just no way for him to keep up after Amelia had been spending the last nine years preparing for this shock campaign. So instead of asking every warrior from all over the battlefield to rush to the front lines, he asked them to fall back and congregate in one city that would serve as their bulwark.
He made this decision to give up on holding cities in favor of preserving the lives of his soldiers. The city he picked as the bulwark is also one that stands directly in the way of Loki's inland trip, so this move will also put a stop to the incursion into their territory.
