A human was the first to become a Dao Lord, not a dragon, an heavenly eagle, or an elemental. Just as the dragons had thought and expected to happen, this Dao Lord began to suppress them.
To be fair, Tepid Scholar didn't target only them, and he didn't target them out of spite. Tepid Scholar was just throwing his weight around in an attempt to get as many benefits as possible. So Tepid Scholar suppressed everyone who wasn't a Dao Lord equally.
