The Dao Lords wanted the Will to ascend immediately so that their survival would be more secure in the third heaven, but the Will of the Blessed Heaven World wasn't in a rush to ascend because it felt safe in the Sea of Worlds.
With its strength, the Will of the Blessed Heaven World didn't believe that there was anything that could threaten it in the Sea of Worlds. So instead of rushing to ascend and cutting off some of its potential in exchange for haste, it wanted to prioritize gaining as many benefits as possible from the Sea of Worlds before ascending.
The Will of the World was hell-bent on securing its future while the Dao Lords were intent on securing their present. With the two sides not seeing eye to eye, they could only argue and try to persuade each other.
