Instead of killing Bush Boy instantly, he decided to give Bush Boy false hope so that Bush Boy wouldn't give up quickly and would send more forces, preferably more Rank 9 avatars, to the World Pump to fight and defeat Loki. That way, he could gain more Supreme Metacs from this invasion.
He felt that this was a good deal, as it would preserve Bush Boy's dignity as a strong warrior, and this Gemini youngling would be able to boast that he nearly defeated Ragnarok. In exchange, Loki would get a few Supreme Metacs.
