Unfortunately, this attempt was a repeat of the first time. He failed and failed so spectacularly that the incomplete Supreme Metac collapsed just halfway into reinforcing its structure with commonality.
This made his eye twitch in annoyance, but he didn't give up just yet. Since the Cosmic Dao and the Grand Dao were fish who refused to bite the bait, he decided to change his tactics. So he used the same rules and the Hunting Form Supreme Metac to make a Major Dao.
The attempt to make the Major Dao failed. But it failed in the same way the Grand Dao had failed, which was at the finish line, giving Loki sole hope.
The hope was tiny, but it was there as he began trying to make a Minor Dao with the new rules and the Hunting Form Metac.
While he was making this attempt, he gritted his teeth and said, "If this doesn't work, I will roar and rage impotently against the world."
