The answer is simple: Angels can make themselves understood by anyone who hears them.
For example, if she speaks and there are Chinese, Japanese, Mongolian, Arab, Filipino, and American people listening, they will all understand her in their own language.
Angelic Wing Manifestations
All angels can manifest a maximum number of wings based on their rank in the nine-tier angelic hierarchy. Each pair of wings acts as a multiplier to their base strength, speed, durability, and other stats. Wings also determine the power output of an angel's Authority, which is their main ability.
At six wings, angels unlock a unique enhancement to their Authority called the Phenomenal Singularity. More wings also increase an angel's energy pool. However, manifesting wings drains energy like fuel in a vehicle. Having more wings means greater stat multiplication, but it also consumes more energy.
