Chapter 39 - The City That Judges

The glass gate sealed behind Juvy.

No sound.

No echo.

Just light.

The City of Glass wasn't transparent inside.

It was white.

Walls curved like bones.

Floors reflected faces that weren't there.

Towers hummed like organs.

People stood in lines.

Silent.

Wearing collars that glowed faint blue.

Juvy felt it immediately.

Something was pulling on her chest.

On her soul vault.

She whispered, "This place eats souls…"

A voice answered from everywhere:

"Incorrect.

We weigh them."

She followed the line.

Men in crystal armor watched from balconies.

Above them, massive rings of light spun in the sky.

Each ring held names.

WORTHY

UNWORTHY

A woman collapsed.

Guards dragged her away.

No blood.

No scream.

Just disappearance.

Juvy grabbed a guard's arm.

"Where do they take them?"

"To refinement," he said.

She felt sick.

They brought her into a cathedral of glass.

At the center stood a machine shaped like a rib cage.

Inside it—

A floating heart.

Made of light.

Serah waited beside it.

"You're inside Cain's school," she said.

"This is where gods are built."

Juvy stared at the heart.

"What does it do?"

Serah's eyes darkened.

"It measures the weight of a soul.

Then decides if it should stay… or be used."

Juvy's hands trembled.

"Used how?"

The machine flared.

A screen appeared.

Images:

Soldiers powered by stolen souls.

Weapons fueled by human will.

Cities protected by the dead.

"This is how the world survives," Serah said.

"Your brother kills bodies.

This kills futures."

Juvy stepped back.

"You call this survival?"

Serah replied, "Cain calls it balance."

A boy was pushed forward.

No older than ten.

He cried.

"I didn't steal anything…"

The machine scanned him.

Red light.

UNWORTHY

The guards reached for him.

Juvy moved without thinking.

Crystal burst from the floor.

"NO."

Serah didn't stop her.

Juvy ripped the boy free.

Light guards swarmed.

She raised fire and wind and stone.

They broke.

Glass shattered.

Alarms sang.

The rings above changed.

TARGET: BRIGHT SISTER

Outside the city…

Maxruell felt something snap.

Not the stone.

His chest.

He grabbed the tower railing.

"She's in pain…"

The voice whispered:

Then take the city.

Inside the Glass City…

Juvy ran through light corridors.

Carrying the boy.

Sirens howled like prayers.

Guards fell to crystal spikes.

Walls melted.

The city bled light.

The boy whispered, "Are you an angel?"

Juvy said, "No."

She kicked open a window.

Outside was sky.

Too far down.

She hugged the boy.

"Close your eyes."

She jumped.

Crystal wings burst from her back.

They shattered halfway.

She fell.

Wind caught her.

Stone followed.

They hit the desert hard.

Alive.

Broken.

Free.

The City of Glass sealed itself.

Inside, Cain watched calmly.

"She passed," she said.

Serah bowed.

"She defied the machine."

Cain smiled.

"Good.

Now she knows what she must destroy."

Dustfall burned that night.

Rebellion surged.

Maxruell stood in fire.

Men shouted:

"You hesitate!"

"You're weak!"

He roared.

Darkness crushed the front line.

They ran.

But fear tasted wrong now.

He whispered:

"I don't want to rule like this…"

The stone pulsed hotter.

Then rule completely.

Juvy lay in the sand at dawn.

The boy slept beside her.

Her wings had turned to dust.

Her hands glowed faint blue.

Something had changed.

Her soul vault felt heavier.

Like it carried another voice.

She whispered:

"They're turning people into batteries…"

She looked at the glass city far away.

"And I'm supposed to stop that?"

High above, satellites shifted.

A countdown began.

PROJECT SIGNIFICANT – PHASE II

Mother Cain closed her eyes.

"Let them grow," she said.

"Before we break them."
