This was the largest drill ground in the village, typically opened only for the finals of the Chunin Exams or major joint-village events. Rather than a simple training field, its structure resembled a massive coliseum or a modern performing arts center. Its spectator stands could hold tens of thousands, allowing Konoha to invite foreign nobility and allied shinobi to witness the Leaf's power.

This had been one of Tobirama Senju's original concepts: using "Soft Power" and transparency to deter war. By hosting joint exams, he could observe the strength of other villages while showcasing Konoha's overwhelming dominance. "OHHH! What a sight! My blood is reaching the boiling point!" Might Dai shouted, wiping tears of joy from his face. "This is the true meaning of YOUTH!"

Every face in the crowd wore a genuine smile. People were cheering for the children with a fervor that hadn't been seen since the end of the Second War. In truth, Konoha hadn't felt this unified since the days of the First Hokage.

On the High Observation Deck.

Danzo Shimura sat with a stiff back, maintaining his "Iron General" persona. However, he leaned slightly toward Hiruzen, his voice a low, nearly motionless whisper.

"Hiruzen... why are they so motivated?"

"It's just a school scrimmage. Why is the whole village acting like we just won a world war?"

Even the "Darkness of the Leaf" was staggered by the atmosphere. This didn't feel like a training seminar; it felt like a national celebration.

"By the numbers, you're right. It's just a spar," Hiruzen replied with a chuckle. "But did you really think the people would just take their new benefits and stay quiet? They're celebrating more than just the kids, Danzo. They're celebrating the fact that they finally have a future worth protecting."

Danzo nodded slowly.

Ninjas were a suppressed class. For centuries, they had been conditioned to view themselves as expendable tools. Suddenly, they had a Social Safety Net. They had pensions for their parents, stipends for their orphans, and specialized medical care for their injuries.

That feeling of being treated as a "Human" rather than a "Weapon" was like a drug. It created a desperate hunger to give back to the village. They felt "unworthy" of such kindness, so they looked for an outlet to prove their loyalty.

The Academy students had become that outlet.

"When an individual's basic survival is guaranteed by the state, they finally have the bandwidth to care about the collective," Hiruzen lectured softly.

"Remember, Danzo: A safety net and village vitality are positively correlated. The more secure they feel, the more they will sacrifice for the 'Family.'"

"This is why they're sharing their clan secrets with the children. They aren't looking at bloodlines anymore; they're looking at the Azure Dragon Brotherhood as the future of their home."

Hiruzen offered a knowing smirk. "Do you see the fire burning now?"

Danzo clenched his fists. This is more effective than any Cursed Seal I've ever designed.

No brainwashing. No physical control. Just pure, spontaneous devotion. Danzo realized that even if Lord Tobirama were to return today, Hiruzen's prestige might actually rival the Master's.

"Get your speech ready, Danzo," Hiruzen added suddenly.

"Wait, what?"

Hiruzen didn't answer. In a flicker of motion, he vanished from the deck.

The Arena Floor.

Hiruzen appeared in the center of the stadium. He didn't use a megaphone; he simply channeled a steady stream of chakra into his lungs to project his voice.

"I hope you didn't start the party without me!"

The stadium exploded.

Parents stood on their seats, waving towels and banners. The Academy kids were screaming and jumping. Even the stoic Jonin in the front rows stood up, offering a respectful nod with eyes full of genuine warmth.

The sound hit the arena walls in waves, making the ground under Danzo's feet vibrate. In any other setting, the Hokage's appearance would have been met with formal, quiet respect. But here, in this high-energy crucible, the group-think had taken over. The crowd's collective joy had turned into a fanatical roar.

Hiruzen basked in it.

He had timed his entrance for the exact moment the "Vibe" reached its peak. He was anchoring the people's gratitude for the new welfare system directly to his person. He was the "Friendly Grandfather" and the "Strong Sovereign" all at once.

"Brothers and sisters of the Leaf! I see the fire in your eyes!"

Hiruzen pointed to his own eyes, then swept his hand across the entire audience in a slow, dramatic circle. Every person in the stands felt like the Hokage had looked them in the face.

"The participating parents and the volunteers who organized this seminar... your dedication has moved me."

"It shows that in our Konoha, every ninja is bound by more than just a mission scroll. We are bound by the Will of Fire. Even if we share no blood, every shinobi in this arena is family. We are the ones who guard each other's backs!"

"I promise you: this is only the beginning. The reforms to our medical system, the upgrades to our equipment, the support for our schools—these are moving forward exactly as planned!"

"But never forget: this is not my achievement alone. It is the blood and sweat of every man and woman in this village that made these changes possible!"

"I ask you today: keep lending me your strength! Together, we will build the village Lord Hashirama dreamed of! We will make the Will of Fire burn so bright that no shadow can ever touch our children!"

The roar that followed was deafening. Some ninjas were so swept up in the emotion they actually flared their chakra, the air rippling with the sheer intensity of their excitement.

Danzo watched from above, his expression a mix of envy and realization. The 'First Hokage' style of leadership... the 'Monkey' has mastered it perfectly.

I am the student of the Second, the man of cold logic and shadows. But even I have to admit... this is intoxicating.

Then, Hiruzen pointed back toward the observation deck.

"And now..."

"Let me introduce the men and women who have worked in the shadows to make this prosperity a reality. These are the shinobi whose strategic vision has secured our future!"

Danzo's heart hammered against his ribs. Is he... is he going to do it?

"First: The Commander of the Anbu and my right hand... Danzo Shimura!"

Danzo's pupils dilated. His "Naturally Evil" mask cracked, replaced by a look of pure, unadulterated shock.

He's giving me the stage? In front of everyone?
