I think its deffinently related to the timeline of Super Dragon Ball Heroes he can be a version of himself or his Grandfather,or Goku black and the Memory, i got from Midas its most probably Goku black or maybe Gohan too who thinks and believed mortals shouldn't interfere with godly matters and change what happened already!.
