Mere Mystic Eyes connected to the Root or the Unified Language do not qualify one as a Beast candidate.
However, Shiki Ryougi—or more precisely, the 'Void Shiki' before me—possesses the skill Independent Manifestation, which is essentially a privilege of the Beast class in the Grand Order world. It's simply that, due to her personality, she chooses not to manifest as a Beast.
