Three thick layers of magical defense shields appeared in front of Dumbledore in rapid succession, but they didn't stop the terrifying energy wave—they only slowed it down slightly. Sensing Goku approaching, Dumbledore first triggered a Confusion Charm, then immediately Apparated away.

After regaining his clarity, Goku searched for Dumbledore's location again and fired a Dodon Ray. The Kamehameha consumed too much ; if he fired it too often, he would soon run out of strength. The Dodon Ray was much easier.
The easiest way was still using hand-to-hand combat, but since Dumbledore could teleport, he had to use the Kamehameha and Dodon Ray to suppress him to get a chance to move in close.

So for him, if he could avoid using Apparition during combat, it was better to use it sparingly.
