In fact, this was exactly what Sienna had imagined when she first saw the villages. It was similar to what she had done in the Black Wasteland. She would never send someone to personally manage every village. Instead, she would let the slaves establish their own communities and gradually restore their status as ordinary civilians.

It seemed that House Silver understood the same principle, although for an entirely different reason. 

If you wanted a horse to run, you had to let it graze first. House Silver gave the slaves in the Llica Plains better living conditions than ordinary slaves, allowed them to form families, and encouraged them to have children. They could not possibly purchase several hundred thousand new slaves every year just to maintain the workforce needed for such an enormous territory. Allowing the existing slaves to reproduce solved that problem naturally.
