A pause.

Snow displayed Haven's message.

Aris nodded respectfully.

Gasps filled Haven's council chamber.

The voice continued:

"We are constructing orbital stabilization platforms."

"We are preventing gravitational fragmentation."

"You remain free."

"You remain autonomous."

"But your survival probability without system stabilization decreases over time."

Sol whispered,

"They're calculating our future."

Mara closed her eyes briefly.

The voice resumed:

"Radiation patterns."

"Structural stress projections."

"No military demand."

"No governance interference."

Silence again.

"You may decline."

The beam dimmed slightly.
