In Rias's definition, a magical device is composed of three things.
One: The Vessel.
Generally speaking, a magical device is constructed from an artificial soul.
The materialization of an artificial soul into a substantial object is, in a sense, similar to a concept found in a certain anime.

The vessel is formed from an artificial soul, while the soul is the container for power.
Three: Power.
The essence of power is the ability to manipulate phenomena and concepts such as destruction, time, space, fire, water, ice, and so on.
A magical device is formed when a soul creates a container to hold power, which is then shaped and solidified into a tangible object.
Corresponding to life, these three represent the physical body, the soul, and power.
They are also the tangible vessel, the ethereal yet substantial spirituality, and the essential substance.
Thinking about it now, perhaps the Heavenly system is something similar, except the system lacks spirituality.
Every system has its strengths, and likewise, every system has its weaknesses. No matter how omnipotent a power may be, it still cannot achieve perfection—it can only approach it infinitely.

But in truth, Rias's Transcendent realm was divided into three steps.
First: The fusion of energy.
Not long after obtaining the Chat Group, Rias had already begun this process and had reached the Transcendent realm in terms of energy.
Of course, reaching the Transcendent realm did not mean progress had stopped; the energy within Rias's body was still undergoing fusion, enhancing its quality.
Second: The fusion of the soul.
Using the power of the Hōgyoku as a medium, Rias's soul was being reconstructed, elevating it to a higher dimension and making her a 'Transcendent' in terms of soul.
During this process, the power of the Hōgyoku would continuously integrate into Rias's soul, granting her a higher level of control over the attributes of the 'soul.'
Third: The fusion of the physical body.
With the help of the Holy Grail, the physical body would gather the advantages and traits of multiple races while eliminating the inferior genes and characteristics that were suppressed within those races.
The three processes proceeded simultaneously and were integrated.
Energy, body, and soul fused together, becoming a higher race similar to, yet surpassing, the Flugel.
And what Rias was creating now was the result of this fusion.
Namely, a higher-level magical device.
As she poured power into it, cold sweat gradually appeared on Rias's forehead.
The light in her hands, representing something, gradually became unstable.
"The power has reached a higher dimension, but it seems to be lacking something..."
Rias murmured inwardly.
She looked at the uncontrollable ball of light before her, initially intending to retract it with her powerful control, but a moment of unprecedented inspiration flashed in her mind.

After all, how could one precisely destroy what one could not observe?
"The strongest in terms of life form..."
Rias couldn't help but speak aloud.
A terrifying physical body, capable of sweeping away the civilization of an entire continent with a single blow.
If this Great Red wished to destroy Earth, a single breath would suffice.
The energy contained within its body was of the highest quality Rias had ever seen, surpassing even Sirzechs's.
It was power from another dimension.
