Konoha. Hokage Building.
"Lady Tsunade, the Hokage is currently... please allow me to announce you first, Lady Tsunade..."
Hiruzen Sarutobi was working through a stack of documents when the noise started outside his door. Then a bang, and the door swung open without a knock.
There were not many people in the entire village who would do that.
"Tsunade. When did you get back?"
He looked up and found his disciple standing in the doorway, one of the Three Legendary Sannin, who had been traveling for years with her general whereabouts unknown.
The reports that did reach Konoha about her activities were almost exclusively gambling-related.
She looked anxious. Something had happened.
"What's wrong?"
"Old man. Look at this."
Tsunade put something on the desk without preamble. Hiruzen picked it up. A paper packet with the character for Sand marked on it. He opened the packaging and found a small pill inside.
"This is?"
"Something from the Hidden Sand Village." Tsunade pulled out more packets and set them on the desk. "A solid medicine format. I came across it traveling through a small country, it treats wind and cold.
The others cover various common illnesses. The medicinal effect is remarkable, and it's already selling well across multiple small countries and ninja villages."
Hiruzen narrowed his eyes.
The Hidden Sand Village had quietly developed something like this and had already begun distributing it through outside channels.
That didn't fit the picture he had of Sunagakure's capabilities or inclinations. As old rivals, Konoha and the Hidden Sand understood each other well enough. Since when did Sunagakure operate in trade with this kind of sophistication?
"What's the problem?"
He hadn't registered the full weight of it yet. His first reading was that the Hidden Sand was attempting a new revenue channel given their well-known economic difficulties.
"When I say the effect is remarkable, I mean these medicines have exceeded anything our village can currently produce. The wound treatment medicines in particular show a very clear acceleration in recovery.
I asked around, this product line has already been purchased by many countries and villages." Tsunade's expression was serious. "To say it plainly, this is battlefield medicine."
Hiruzen's eyelids moved.
Tsunade had someone demonstrate the wound medicine directly in front of him. A shallow cut applied to skin, the medicine applied over it. The healing was visible and fast.
He looked at it for a moment.
Then he understood what she had come back to say, and why she had come back at all. Konoha's intelligence apparatus had not registered any of Sunagakure's market activities.
"The only genuinely capable Medical Ninja in the Hidden Sand Village is Chiyo," Tsunade said. "But producing a range of medicines like this goes well beyond what a Medical Ninja achieves through technique.
It requires deep pharmacological knowledge and research experience. Someone with a comprehensive understanding of medicinal compounds and their interactions."
The reunion between teacher and disciple produced no warmth. The conversation had moved directly to what it meant for Konoha.
"With this medicinal supply behind them, setting aside what it does for their economy, if a war starts again, their army can use these medicines to produce a qualitative change on the battlefield.
The effect on sustained combat capability and casualty rates would be significant."
Tsunade sat down. Her face stayed serious.
As a Medical Ninja herself, she had seen the underlying strategy in the Hidden Sand's trade pattern more clearly than anyone without her background would have. The shock she had felt discovering these medicines while traveling had not fully passed.
Hiruzen lit his pipe.
He held his composure. But he was quiet for a while.
Konoha's reconstruction had long been completed, and several years had passed since the last major conflict. The village had recovered its manpower and vitality. The younger generation coming up gave him genuine cause for satisfaction.
Konoha's situation differed from the Hidden Sand's. After the war ended, Sunagakure had successively resolved its conflicts with Iwagakure and the Hidden Mist and entered a relatively quiet period.
Konoha couldn't claim the same, low-level harassment from various directions had continued, small in scale but persistent.
The post-war period had been stable enough, all things considered, but not entirely peaceful.
Who?
That was the question turning over in Hiruzen's mind.
Someone in the Hidden Sand Village had the capacity to execute something of this scale, the research, the funding, the market development, the distribution network, and had done it quietly enough that Konoha's intelligence apparatus had not registered any of it until the products were already circulating through the ninja world.
According to the village's intelligence, the Hidden Sand had experienced some form of internal conflict not long ago, quieted only within the past year. A village in that condition had somehow also found the resources and the focus to build an entire pharmaceutical industry from the ground up.
"Where did the money come from?"
Hiruzen drew slowly on his pipe.
Among the Five Great Villages, Konoha's intelligence had positioned the Hidden Sand as the least pressing threat. That assessment would need to be revised.
"Konoha has to move quickly," Tsunade said from across the desk, her voice low. "If the Hidden Sand achieves what it appears to be building toward..."
She had not come back out of jealousy over another village's commercial success. She had come back because she could read the strategic intention underneath the trade activity.
A village investing this heavily in battlefield medicine was making preparations for something. The logic was difficult to argue with.
"Who?" Hiruzen looked at her directly. "In your assessment, who in the Hidden Sand Village has the ability to develop medicines of this quality?"
He already had a name in his mind. He was hoping she would give him a different one.
"It isn't Chiyo. If she had this capability, the Hidden Sand wouldn't be where it is now. It can only be someone from the new generation." Tsunade's voice was flat. "Blood Doctor Yuji."
She had already verified what she could through the merchant networks.
"Him."
Hiruzen felt something shift in his chest.
One of the twin stars that had emerged from the Hidden Sand toward the end of the Second Ninja World War.
A Medical Ninja who was also one of the village's foremost combat figures. A Kekkei Genkai user. Someone who had, among other things, built his early reputation in the wider ninja world partly by operating against Konoha.
The name had faded somewhat from active discussion as the post-war period wore on and direct friction between Konoha and Sunagakure remained minimal. Time had a way of doing that.
Not many people would immediately place the name now.
"I genuinely didn't expect the Hidden Sand Village to reach this level." Hiruzen exhaled a thick breath of smoke. "I suppose I'm getting old. A little slow to keep up."
He looked at the medicine packet on the desk for a moment, then looked at Tsunade.
"This matter can only go to you. Come back to the village. We need you here."
"I'll do my best," Tsunade said.
The confidence behind it was not complete. Hiruzen noted it and said nothing about it.
He allowed himself a small, private smile.
Looked at from one angle, the Hidden Sand Village's sudden rise had produced at least one immediate benefit for Konoha, it had given him a reason to bring Tsunade home, something her wandering years had made considerably more difficult to accomplish through ordinary means.
