The descendants of the twenty kings became the later Celestial Dragons, and Joy Boy and his kin were the legendary D. clan. Their goal was Revenge against the untrustworthy Celestial Dragons.
Of course, the Devil Race chieftain later only fulfilled part of his promise, helping one of the kings achieve eternal life, because the Ope Ope no Mi can only be used once. That king was the legendary Celestial Dragon King, Imu. As compensation to the other nineteen kings, Imu promised to grant their descendants supreme status.
Joy Boy and some of the D. clan came to this final island and carved the Poneglyphs, using them to mock the untrustworthy humans.
