Wei Shen, a Chinese-American police officer with a troubled past, returns to Hong Kong. To infiltrate the Sun On Yee Triad, he gets himself arrested during a drug deal. In lockup, he reunites with his childhood friend, Jackie Ma, who offers Wei a foot in the door with the Water Street Gang.
