Unlike the Upper District, the Central District didn't have a strict rule prohibiting Beastmen—other than the Beast Police—from carrying weapons. It wasn't a total ban. However, with recent urban development, and because Mutant Species were mostly concentrated in the No Man's Land and near the Lower District, the Beast Alliance had begun to explicitly prohibit possessing dangerous weapons like firearms, as well as brawling, even in the Central District.
