Qingfeng Base currently had just over 1,000 people, but that number was sure to grow. Although many of them weren't combat personnel, it was still necessary to procure weapons for a 1,000-man fighting force for now.
It would be a hassle to have to procure more when their numbers increased later.
Qingfeng Base had its own production lines for rifles and pistols, so they didn't need too many of those.
