The terra populus eventually realise that they need a nation to be served as a haven for modern technology to rise and develop enough to produce great yields, they choose a the land uninhabitated by any human beings.
The terra hominum originally had many nations, until it was conquered by Arcana kingdom which become Arcana Empire after sucessfully annexing all nation. Arcana while still a kingdom, rely on magic more than any other nation, allowing it's rise and becoming an empire and sole nation of terra hominum.
The terra populus believed, that if they follow examples of phantasia populus of Arcana, they can create a powerful civilization built on modern technology, and a place where all terra populus, especially ones oppressed by phantasia populus, while have a place where they can live peacefully.
Soon, the Terra Confederation is formed. Unlike the previously established nations, it is a republic not monarchy, here civilians choose their own leaders through elections and vote. The leader are less of ruler who owned a nation and more of a civil servant and face of nation, who work for people and guide them to right path as their leader. When the republic nation is formed, many political parties are formed, eventually the democratic parliament and republic senate is formed working as the government of the new nation.
The new nation offered, freedom, equality, countless opportunity and high but fair taxation which is often ignored due to even higher salary, terra populus recieves in their works in factories, laboratories, offices, industries and so on.
The empire learnt about the terra confederation and mocked it as upstart kingdom and even calling it's government type inefficient in maintaining the order as there is no king or emperor there, and believed it will collapse on it's own sooner and later. They didn't took the republic nation seriously and believed that the empire can easily crush it whenever they please.
However, the terra confederation, grew faster, stronger and more industrialized. New power sources are mades, many electronics and machines are invented then mass-produced, industries grew larger and in great speed. The new vehicles are created that need no beast to pull nor magic to function. The modern mining drills are made for efficient mining as well as extraction facilities and rifineries for crude oil, which is life blood for nation built by non-magical humans.
Do to their immense knowledge of ecosystem, they plant more trees, plants and flowers not just as decoration but also to counteract the rising pollution from industrialization. Leading to environment remain stable, the rain neither reduce nor disappeared. The deforestation is compensated with reforestation in unused places. Making the air in confederation clean unlike in empire where despite the lack of factories and modern vehicles in the areas, the air remained unclean and there are issues related to drought unless a mage or druid intervenes.
The confederation even made the distances nearly non-existants with wired communication and even evolving it to wireless communications, the locomotives are created, the arlier ones needed steam, until the new power generators like dams, solar panels, windmills and nuclear plants are built, granting enough power that caused steam locomotives to be eventually replaced by new electrical locomotives.
The new aircafts are built, allowing the travel of passengers, VIPs and goods to greater distance with less time, though it didn't replace the modern land vehicles, eventually new naval vehicles are created that is made of metal rather than wood and doesn't need wind or magic to move.
The police departments are established replacing the local knights of old times. The new justice system is made, consisting of judge, public prosecutor and defence attorney, leading to fair trials replacing old outdated trials.
Within a century, the nation enter in digital era, where TVs can provide both modern entertainment and live news from distance. With creation of computers and smartephones, establishment of internet as well as launching of satellites, for weather forecast, wireless communication grid, internet connection, TV signals and so on. While things like newspaper exists, the digitalization allow the gathering of information wherever and whenever the people wants.
The agricultural reforms, made improved crop and meat production to great degrees. The pioneering of modern medicines, surgeries, hospitals, clinics, pharmaccies, drugstores and apothecary, made the plagues nearly non-existant, the wounds are healed quickly and price for medicines or even medical treatment is far lowers than what empire and users of magic can offer.
The daily life become more simple and confortable, with modern furnitures and even electronics like oven, air conditioners, electric heaters, water heater, LED lights, electric cooking stove and all others are made.
The widely distributed power grid and water supply provide enough power of electronics and water for daily needs. There is also water pumps that allow one to extract water directly from underground, there is also electrical water pumps that allow extraction of water without manual labour.
The hygiene is also great in the nation, with hygience products created, the awareness of germs and it's prevention is provided to everyone, there is also drainage system, sewers and sewage treatment plants to further improve the hygiene of the nation.
Many products like baby products, groceries, luxury items, beauty products, textiles, glass, utensils, first aids and everything is readily available in markets. Besides there is supermarkets and malls as well, allowing civilians to buy whatever they want instead of walking to great distance for each items, as everything is available in one place.
The land of the nation also grew as unlike old nations who annex the other nation to expand their own. The terra confederation instead annexed the lands that belonged to no one, including forests, barren lands and even deserts. This allow nation to gain more land without conquests.
But the best gift of modern technology and law is the knowledge itself, thanks to creation of academies and unversities. The youths of terra populus can gather the knowledge on how the world works and how to use the flow of natural order to one's own advantage, rather than bending it. Increasing the literacy and raising the quantity of technologists to rise, who can perform same miracle as a mage without using magic.
With technologists as sorcerers in this new world that achieved everything without a single drop of chaos, just utilizing the law, the terra confederation eventually become a modern superpowers.
Thus, within about five centuries, the republic nation become a true paradise, created not by magical spells or higher alchemy, but by merits, hardworks, order, justice, law, invention and right governance. In the end, the terra confederation achieved everything that empire and all old nation can only dream of, without needing supernatural to accomplish it.
