He left and returned to that cliff. There, he created his own kind again: Dialga and Palkia. He created both as humanoid. Dialga took a girl's form, and a luxurious pattern blue armor became her clothes, with a blue gem in the center of the armor. When Palkia took a humanoid form, he became a giant muscular figure with different armor as his clothes. He could activate and deactivate this armor at will, the same for Dialga.
Lu Kai then said, "Now my name is officially ARCEUS, and I will avenge Lu Kai's sister someday." Now, ARCEUS woke up both of them as they were created at the same time. They both called him "Master," because that was ARCEUS's wish for them to call him.
After that, ARCEUS said, "We can go to any floors because our levels are not bound to this world, but let's go to the Institute to sign up our own guild."
ARCEUS gave Dialga and Palkia new modern clothes of this era. He also wore the same clothes. He changed his face and appearance at will. Then he bought a large building. He taught Dialga and Palkia everything about this world. And then he said their new names. He called Dialga "Arc Lia" and Palkia "Arc Liu."
Then they went to the guild to apply for the Institute. They used less and less power, but passed the text as S-class guild master. After 2 years, he officially announced his guild opening for recruiting new members for guild work, quest request, etc.
