The bell chimed, clean and deliberate.

Nathaniel Crow's chair lifted smoothly, hovering forward along the invisible path to the central platform.

His polished dress shoes touched the platform as he stepped off, tailored trousers straight, blazer fitted.

He did not pause to look around—his gaze fixed firmly on the Piao side, posture upright, shoulders squared.

"My name is Nathaniel Crow. I specialize in regulatory policy analysis, with a focus on the intersection of legal frameworks and social behavior. For the past twelve years, I have worked on evaluating compliance systems and the distinction between voluntary participation and structural coercion. I will address the claim that participation under the Male Protection Act is truly voluntary," he said succinctly, his tone firm but not raised. "So, I will speak directly."

Nathaniel's hands rested lightly on the platform, fingers steepled.

"The Male Protection Act requires males of certain ages to participate in reproductive contribution programs. While participation is described as voluntary, the practical realities suggest otherwise."

He paced a short circle on the platform, movements precise.

"Voluntary does not exist in a vacuum. Social expectation, economic opportunity, and legal frameworks create pressure. If a nineteen-year-old refuses to participate, do they face limitations on income or career paths? Are benefits or social recognition reserved for those who comply? These are not hypothetical—they are structural realities embedded within the Act."

Nathaniel's voice remained steady, deliberate, emphasizing each point.

"A system that allows withdrawal in theory but penalizes in practice cannot claim true voluntariness. We recognize the intentions of the Piao family, but policy and perception are distinct. When the majority of eligible participants are subtly incentivized to contribute, the line between choice and compulsion becomes blurred."

He paused, letting the room absorb his words.

"Our proposal is straightforward: the Male Protection Act should clarify the distinction between genuine voluntary participation and socially enforced expectation. Individuals should be free to contribute, fully informed, without consequence or social pressure. Anything less risks undermining the ethical foundation of the system."

Nathaniel stepped back onto his hover chair.

It rose smoothly along the invisible path to his original seat, settling with a soft hum.

As he returned to his seat, his eyes scanned the Piao side, leaving them with the unmistakable message: the question of voluntariness would not be ignored, and the ethical scrutiny was only beginning.
