Not announced.

Not escalated.

Just—

shifted.

Daniel saw it first.

"Miss Hart," he said quietly, eyes fixed on the incoming feed. "We have movement."

Evelyn didn't rush.

She walked to the screen.

Looked once.

Then understood.

A private advisory memo had begun circulating through three mid-tier governance networks.

Evelyn read the first paragraph.

Then the second.

Then stopped.

"He's not attacking," Daniel said.

"No."

"He's reframing."

Cassian stepped closer.

"Where's the hook?"

Evelyn pointed.

There.

A single clause.

Early-stage actors may misinterpret protective systems as restrictive when lacking full institutional context.

Daniel frowned. "That's… subtle."

"Yes."

"Too subtle."

Evelyn shook her head.

"No."

"Precise."

A pause.

"He's not discrediting the floor."

"He's isolating the women standing on it."

Silence.

Because that was worse.

If the floor could be framed as something only inexperienced women misunderstood—

then standing on it became a signal of weakness.

Not strength.

Damian's voice was low.

"He's dividing adoption."

"Yes."

Evelyn folded her arms.

"Experienced women stay in the old system."

"Younger ones hesitate."

"And the floor fractures before it settles."

Daniel looked up.

"So we respond?"

Evelyn didn't answer immediately.

She read the memo again.

Carefully.

Then said:

"No."

Both men turned to her.

"Why not?"

"Because this isn't the attack," she said.

A beat.

"This is the setup."

Cassian's expression shifted.

"And the real move?"

Evelyn's eyes darkened slightly.

"Will be personal."
