"And as Hokage, Hiruzen Sarutobi bears responsibility. His time is coming to an end."
"You've all heard the rumors."
Early in the war, Hiruzen hesitated against Sunagakure's provocation, allowing the conflict to escalate into a stalemate—giving Iwagakure, Kumogakure, and Kirigakure the opportunity to join.
Had he acted decisively, the war might not have dragged on this long.
Even after defeating Sunagakure, he demanded no reparations—making concessions instead.
Discontent spread through Konoha.
Now, word had been deliberately spread that Hiruzen would step down after the war.
Ren continued:
"Even without me, the war was already nearing its end."

Minato nodded.

Minato didn't argue.

Ren continued:

"We intercepted him while he was smuggling weapons through the Land of Water."
Minato's eyes sharpened.
"So… you've already secured him?"
Ren nodded.
"Controlling him gives us a continuous source of funding."
"With enough money, many problems solve themselves."
"And we finally have the foundation to begin reform."
Minato fell silent, weighing the implications.
An Akimichi clan shinobi spoke:
"But Ren… isn't targeting civilians against the rules?"
Ren smiled faintly.
